Article 2 These Measures apply to the classified placement, collection, transportation, disposal and related management activities of domestic waste in the urban built-up areas of the administrative region of our city.

Domestic waste as mentioned in these Measures refers to solid waste generated in daily life or activities that provide services for daily life, as well as solid waste that is regarded as domestic waste according to laws and administrative regulations.

Waste such as feces, construction waste, animal carcasses, etc. shall be managed in accordance with relevant laws and regulations. Article 3 The management of domestic waste classification shall follow the principles of government leadership, national participation, local management and local conditions, and be steadily advanced in a step-by-step and step-by-step manner. Article 4 The municipal and county (city, district) people's governments shall strengthen their leadership over the classification and management of urban domestic waste, incorporate it into the national economic and social development plans at the same level, establish a coordination mechanism for major issues, and coordinate and solve the classification and management of domestic waste. For major matters such as volume reduction, resource utilization and facility construction, the funds required shall be included in the fiscal budget of the same level. Article 5: The municipal urban management department is the department in charge of the classification and management of domestic waste in this city, and is responsible for unified guidance, coordination and promotion of the classification of urban domestic waste in the city.

The county (city, district) urban management department is specifically responsible for the classification and management of domestic waste in the region, and guides the sub-district offices and township (town) people's governments in the jurisdiction to do a good job in classifying urban domestic waste. Article 6: The natural resources authorities are responsible for incorporating special plans for environmental sanitation into land and space planning, and coordinating the location selection of domestic waste classification infrastructure.

The competent commerce department is responsible for the supervision and management of the renewable resource circulation industry, formulating and implementing renewable resource recycling industry policies, recycling standards and recycling industry development plans.

The ecological environment department is responsible for the guidance and supervision of the transportation and disposal of hazardous waste, as well as the environmental supervision of hazardous waste disposal enterprises.

The education department is responsible for incorporating domestic waste classification knowledge into the education content of kindergartens, primary and secondary schools, organizing activities such as education and practice on domestic waste classification, and cultivating good habits of classifying domestic waste.

Relevant departments such as development and reform, housing and urban-rural construction, finance, industry and informatization, transportation, culture and tourism shall do a good job in the classification and management of domestic waste according to the division of responsibilities. Article 7 The township (town) people's government and sub-district offices are responsible for the specific implementation of the classified placement, collection and transfer of domestic waste as well as related supervision and disposal within their jurisdiction.

Encourage village (resident) committees to formulate village rules and regulations or management regulations, and urge and guide village (residents) to actively participate in the classification of domestic waste. Chapter 2 Classification Standards and Classification Disposal Article 8 Domestic waste shall be classified according to the following requirements:

(1) Recyclables refer to domestic waste suitable for recovery and recycling, mainly including waste Paper, waste plastics, waste metal, waste glass, waste fabrics, waste furniture, waste electrical and electronic products, etc.;

(2) Kitchen waste refers to food waste, household kitchen waste and other kitchen waste Garbage and other perishable domestic waste containing organic matter, mainly including discarded food materials, leftovers, vegetables and fruits, meat, aquatic products, etc.;

(3) Hazardous waste is Refers to domestic waste that causes direct or potential harm to human health and the natural environment, mainly including waste batteries, lamps, waste medicines, thermometers, sphygmomanometers, waste paint, pesticides, disinfectants and their packaging, etc.;

(4) Other garbage refers to other domestic waste except recyclables, kitchen waste and hazardous waste.

Article 9 Any unit or individual shall classify domestic waste into designated garbage collection containers or collection sites in accordance with the requirements such as the location and method announced by the person in charge of classification management of domestic waste. They shall not mix them, and shall not dump, scatter or pile them at will. And comply with the following regulations:

(1) Put recyclables into recyclables collection containers or make an appointment with a renewable resource recycling operator for recycling;

(2) Entrust food waste to an authorized For qualified food waste collection, transportation and disposal enterprises, household food waste and other food waste should be drained before being placed in food waste collection containers;

(3) Hazardous waste should be placed in hazardous waste Collection containers, or entrust it to qualified hazardous waste collection, transportation and disposal companies;

(4) Put other garbage into other garbage collection containers. Article 10 For furniture, home appliances and other large pieces of garbage that are large in size, have strong integrity or need to be disassembled and reprocessed, you can make an appointment or entrust a property service company to make an appointment with a renewable resource recycling operator or an environmental sanitation service unit to collect and transport it at your door, or you can pile it up.
