Site construction requirements 1. The site selection of enterprise construction projects shall meet the following requirements:

Conforming to the local overall urban planning or land and space planning; Comply with the site selection requirements of GB 50 187 and HJ 348, and shall not be built in environmentally sensitive areas such as urban residential areas, commercial areas, drinking water source protection areas, and avoid zones, lots and regions threatened by the environment; If there is an industrial park or recycling park where the project is located, it should be built in the park.

2. The minimum business area (building area) of an enterprise shall meet the following requirements:

4. The enterprise site shall have dismantling site, storage site and office space. Among them, the ground of dismantling site and storage site (including temporary storage) should be hardened and leak-proof, which meets the requirements of GB50037 for oil-proof ground.

5. The dismantling site shall be a closed or semi-closed structure with good ventilation and lighting and complete safety and environmental protection facilities.

6 storage places should be divided into scrapped motor vehicle storage places, recycled parts storage places and solid waste storage places. The solid waste storage yard shall have general industrial solid waste storage facilities meeting the requirements of GB 18599 and hazardous waste storage facilities meeting the requirements of GB 18597.

7. An electric vehicle dismantling enterprise shall also meet the following site construction requirements:

There are electric vehicle storage sites, power battery storage sites and special sites for power battery disassembly. High-voltage warning, area isolation and danger identification signs should be set up at the site, and an anti-corrosion and anti-seepage emergency collection pool and a special container for collecting toxic and harmful liquids such as electrolyte and cooling liquid leaked when the power battery is damaged should be set up.

The storage area of electric vehicles should be managed separately and kept ventilated.

The storage place of power storage battery should be located outside the warehouse of inflammable and explosive dangerous goods and the protection zone of high-voltage transmission lines, and equipped with automatic fire alarm facilities such as smoke alarms.

The ground of the special site for power battery disassembly should be insulated.

The requirements for facilities and equipment are 1, and the following general dismantling facilities and equipment shall be provided:

Safety evaluation equipment such as insulation test equipment;

Dismantling equipment of power storage battery such as spreader, clamping arm, manipulator and spreader;

Anti-static waste liquid and air conditioning refrigerant pumping and discharging equipment;

Safety protection and rescue equipment such as insulating overalls;

Insulated pneumatic tools;

Insulation auxiliary tools;

Insulation treatment material for power storage battery;

Discharge facilities and equipment.

7. Establish facilities and equipment management system, formulate equipment operation specifications, and maintain and update them regularly.

Technicians require enterprise technicians to undergo pre-job training, and their professional skills should meet the corresponding requirements of standardized disassembly, environmental protection operation and safe operation, and be equipped with professional safety production management personnel and environmental protection management personnel. If the state has regulations on holding certificates, it should hold certificates.

An enterprise with electric vehicle dismantling business shall have power battery storage management personnel and two or more personnel with electrician's special operation certificate. Power battery storage management personnel should have the relevant professional knowledge of power battery fire prevention, leakage prevention and short circuit prevention. Dismantling personnel should disassemble under the guidance of disassembly information or manuals provided by automobile manufacturers.

Safety requirements shall comply with the safety management system required by GB/T33000, including instructions on the safe use of water, electricity and gas, safety production regulations, fire prevention, flood control and emergency plans, etc. The dismantled airbag module shall be detonated outside the inflammable and explosive dangerous goods warehouse and high-voltage transmission line protection zone, and explosion safety warning signs and obstacles shall be set in the detonation area.

Electric vehicle dismantling operators should do a good job of safety protection when working live, and wear insulating overalls and other necessary safety protection articles. The working tools used shall be insulated or insulated. During the operation, there should be full-time supervisors for real-time monitoring.

Scrap electric vehicles and power batteries transferred in the factory should be fixed to prevent collision and falling.

Corresponding safety signs should be set on site, and the use of safety signs should meet the requirements of prohibition, warning, indication and prompt signs in GB2894.

Workers exposed to harmful chemical factors such as gasoline, noise, hand-transmitted vibration and other harmful physical factors, as well as dust, electricians, pressure vessels and other workers, should be monitored according to the provisions of GBZ 188.

Environmental protection requires that the dismantling process of scrapped motor vehicles should meet the relevant requirements of environmental protection and pollution control, such as clean-up and diversion, up-to-standard sewage discharge and so on. It is stipulated in HJ348

An environmental management system that meets the requirements of standardized management of hazardous wastes should be implemented, and hazardous wastes listed in the national hazardous waste list should be managed in strict accordance with relevant regulations.

Meet the requirements of GB 12348 for the emission limit of environmental noise at the boundary of industrial enterprises in the second-class acoustic environmental function zone.

Recycling technology requires that after receiving scrapped motor vehicles, the engine, radiator, transmission, differential, fuel tank and fuel tank should be inspected for tightness and damage. When stacking 2 and 3 floors, the height shall not exceed 3m and 4.5m respectively. Large vehicles should be laid flat on the first floor. _ If stored in a frame structure, it should be safe and easy to load and unload. Electric vehicles should be stored separately before disassembling the power battery, and safety measures such as fire prevention, waterproof, insulation and heat insulation should be taken. Accident vehicles in electric vehicles and vehicles with damaged power batteries should be stored separately.

The construction of solid waste storage facilities shall meet the requirements of GB 18599, GB 18597 and HJ 2025.

The identification of general industrial solid waste storage facilities and packaging materials shall meet the requirements of GB 15562.2, and the identification of hazardous waste storage facilities and packaging materials shall meet the requirements of GB 18597. Avoid mixing and mixing all solid wastes. Properly dispose of solid waste, and shall not illegally transfer, dump, utilize or dispose of it. Different types of refrigerants should be recovered separately and stored separately in special containers. There shall be no open flame in the storage place of waste electrical appliances and lead-acid batteries. All dismantled solid wastes shall be stored separately and labeled.

Storage of Reusable Parts Reusable parts should be classified, stored and marked, and stored in a closed or semi-closed storage place. Reusable parts should be cleaned before storage.

Storage of power batteries The storage of power batteries shall meet the storage requirements of WB/T 106 1. When the power storage battery is stored in multiple layers, the frame structure should be adopted to ensure the load-bearing safety and convenient access. Power batteries with potential safety hazards such as electric leakage, liquid leakage and damage should be handled in an appropriate way and stored in isolation.
