Content of Basic Standards for Nursing Homes (2011 Edition)

Nursing homes are medical institutions that provide medical care, rehabilitation promotion and hospice care for long-term bedridden patients, late-stage palliative care patients, chronically ill patients, elderly people who cannot take care of themselves, and other patients in need of long-term care services.

I. Beds

The total number of inpatient beds is 50 or more.

II. Departments

(I) Clinical Departments: at least Internal Medicine, Rehabilitation Medicine, and Hospice Care.

The clinical departments should be admitted according to the actual situation of the disease and self-care ability, divided into a number of wards. Ward includes a sick room, nurse station, treatment room, disposal room, if necessary, set up a rehabilitation room. The hospice should have additional rooms for family members to accompany.

(ii) medical and technical departments: at least a pharmacy, laboratory, radiology, nutrition, sterilization supply room.

(3) Functional departments: at least medical quality management department, nursing department, hospital infection management department, device department, case (statistics) room, information section.

Three, personnel

(a) the hospital has at least one physician with the professional and technical position of deputy director or above, and at least three physicians with more than five years of experience.

In addition to full-time physicians in accordance with the above requirements, part-time physicians can also be equipped according to the work needs. There are at least full-time or part-time physicians in neurology, cardiovascular medicine, respiratory medicine, oncology, geriatrics and other specialties who are responsible for making regular rounds of patients and dealing with medical problems. For every additional 10 beds, at least one additional full-time or part-time physician.

(ii) At least 0.8 nursing staff per bed, of which the ratio of registered nurses to nursing staff is 1:2-2.5.

(iii) At least 1 nurse with professional and technical qualifications of supervisor nurse or above for every 10 beds or every ward.

There is one head nurse in each ward.

(D) should be equipped with pharmacists, technicians, clinical dietitians, rehabilitation therapists and other medical and technical personnel corresponding to the diagnosis and treatment carried out.

Four, housing

(a) the overall design of the nursing home should meet the barrier-free design requirements.

(ii) The net usable area of each bed in the ward is not less than 5 square meters, and the spacing between each bed is not less than 1 meter. It is appropriate for each ward to have 2-4 people.

(C) each ward should be set up in the clothing storage space, and it is appropriate to set up a barrier-free bathroom, bathroom floors should meet the requirements of easy cleaning, water seepage and non-slip.

(d) There is an independent bathing room, equipped with bathing facilities that meet the requirements of anti-slip and fall, and facilities for moving patients and other effective safety measures.

(E) with rehabilitation and indoor and outdoor activities and other areas, and should meet the requirements of barrier-free design. Patient activity areas and corridors should be equipped with handrails on both sides, the door should be convenient for wheelchair access; radiology, testing and functional examination rooms, physical therapy rooms should be set up barrier-free access.

(F) the main building rooms should not exceed 4 floors. Buildings that require elevators should have at least one accessible elevator.

(VII) a morgue.

V. Equipment

(A) basic equipment: at least equipped with a call device, oxygen device, ventilator, electric suction or sputum suction device, air mattress beds or mattresses with the prevention and treatment of pressure ulcers, treatment trolleys, morning and evening care trolleys, medical records trolleys, medicine cabinets, electrocardiograph, X-ray, ultrasound, blood and urine analyzers, biochemical analyzers, thermostatic boxes, disinfection of supply equipment, refrigerators, Washing machine, normal water hot water purification and filtration system.

Clinical testing, disinfection and supply with other legal institutions to sign a relevant service contract, by other institutions to provide services, may not be equipped with testing and disinfection and supply equipment.

(ii) first aid equipment: at least equipped with cardiac defibrillator, cardiac monitor, endotracheal intubation equipment, respirator, oxygen supply equipment, resuscitation vehicles.

(3) Rehabilitation specialized equipment: at least equipped with exercise therapy, physical therapy and occupational therapy equipment appropriate to the rehabilitation needs of the admitted objects.

(4) information technology equipment: automated office equipment is equipped in the inpatient department, information section and other departments to ensure the statistics and reporting of nursing home information.

(v) ward basic equipment per bed unit: should be the same as the second level of general hospitals, beds should be equipped with bed stops.

(vi) other: there should be other equipment corresponding to the diagnosis and treatment operations carried out.

Sixth, management

(a) the development of rules and regulations and all levels and types of personnel duties.
