Implementation Measures for the Management of Surveying and Mapping Achievements in Xinjiang Uygur Autonomous Region

Article 1 In order to implement the Provisions on the Management of Surveying and Mapping Results of the People's Republic of China, strengthen the management of surveying and mapping results in the region, ensure the reasonable utilization of surveying and mapping results, and give full play to their economic and social benefits, and in the light of the actual situation of the region, the implementation measures (the Measures) are hereby formulated. Article 2 The surveying and mapping results referred to in these Measures refer to the following basic surveying and mapping results and specialized surveying and mapping results accomplished in land (including water) and space surveying and mapping:

(1) Basic Surveying and Mapping Results:

1. Astronomical surveying, geodesy, satellite geodesy, gravity survey data and mapping accomplished in accordance with the national technical standards;

2. Aeronautical and aerospace remote sensing negatives and tapes;

3.

3, topographic maps of 1:10,000 and smaller scales surveyed and mapped in accordance with national technical standards;

4, topographic maps of 1:5,000 to 1:50,000 in the national coordinate system of cities (including counties);

5, maps of 1:500 to 1:10,000 in the urban and rural areas based on the results of basic cadastral surveys.

(2) Specialized surveying and mapping results:

1, data, drawings and technical information of astronomical surveys, control surveys, satellite positioning surveys and gravity surveys of non-state systems completed in accordance with specialized technical requirements;

2, various maps surveyed and mapped in accordance with specialized technical requirements (including topographic maps, general maps and other thematic maps);

3, data and drawings of engineering surveys;

5, data and drawings of basic cadastral surveying results of urban and rural areas ranging from 1:500 to 1:10,000, and the results of the survey are mapped. Data and drawings of engineering surveys;

4. Data and drawings of other surveys. Article 3 The Surveying and Mapping Bureau of the Autonomous Region shall be the competent administrative department for surveying and mapping in the Region, and shall be responsible for the management, approval of publication, printing and supervision of the results of surveying and mapping in the Autonomous Region.

Surveying and mapping archives in the autonomous region is specifically responsible for basic surveying and mapping and professional surveying and mapping results of the reception, collection, organization, storage and provision of the use of the work of the autonomous region to accept the business of the guidance of the Archives Bureau.

Other relevant departments of the autonomous region is responsible for the management of professional surveying and mapping results.

Military surveying and mapping departments are responsible for the management of military surveying and mapping results.

Autonomous regions and professional mapping results management department shall accept the autonomous region mapping archives guidance. Article 4 Each surveying and mapping results management department shall, in accordance with the requirements of confidentiality, manage surveying and mapping results according to the different natures of public and unpublicized. To combine the actual situation of the unit, establish and improve the rules and regulations, and gradually adopt advanced technology and equipment to realize the management of miniaturization and software. Set up necessary anti-theft, fire prevention, explosion-proof, dust-proof, mold-proof, rodent-proof custodial facilities for surveying and mapping results, so as to provide timely, accurate, safe and convenient utilization. Article 5 The confidentiality of surveying and mapping results shall be classified as top secret, confidential and secret; surveying and mapping results that are not classified enough but should not be disclosed can be designated as "internal information". Article 6 The classification, adjustment and declassification of the confidentiality level of basic surveying and mapping results shall be issued by the State Bureau of Surveying and Mapping, and no unit shall decide without authorization; the classification, adjustment and declassification of the confidentiality level of professional surveying and mapping results shall be determined by the management of these professional surveying and mapping results and reported to the autonomous region for the record of the Surveying and Mapping Bureau. The confidentiality level of professional surveying and mapping results shall not be lower than that of the geographic base map and other basic surveying and mapping results used. Article 7 The mapping results management departments and the use of units to manage confidential mapping results, to take the following measures:

(1) confidential mapping results should be managed in accordance with the provisions of the State Secrets Act. By the information department or archives department set up a person to register and keep, it is strictly prohibited to private storage. No individual is allowed to excerpt confidential mapping results in private notebooks.

(2) the receipt and transfer of confidential surveying and mapping results, must be a detailed inventory, registration, register, fulfill the signature and official seal procedures. The registers and inventories of sending, receiving and transferring shall be properly preserved.

(3) confidential mapping results should be transmitted in accordance with the confidentiality system. Not allowed to use the code, ordinary postal transmission of confidential mapping results; the need to carry confidential mapping results, there should be two escorts; the use of containerized transmission, packing and sealing before not in the station or station warehouse overnight.

(d) the destruction of confidential surveying and mapping results should be approved by the surveying and mapping results of the use of units at or above the county level of the competent authorities, strict registration, bookkeeping and supervision of sales, and to provide the results of the unit for the record.

(5) the mapping results management organizations, the focal point of the department and the use of units, should be confidential mapping results of the use of regular and irregular security and confidentiality checks. Article 8 the autonomous region of the mapping results management departments, should be in the first quarter of each year in accordance with the relevant provisions of the State Bureau of Surveying and Mapping, to the autonomous region of the mapping archives and data collection completed in the previous year of basic surveying and mapping results and professional surveying and mapping results of the directory or a copy.

Surveying and mapping archives in the autonomous regions shall analyze and appraise the mapping results submitted to the museum, statistical archives, and protect their copyrights. Article IX autonomous regions, surveying and mapping archives should be timely to the autonomous regions and military surveying and mapping authorities to provide surveying and mapping results of the current situation and information, in order to utilize, to avoid duplication of surveying and mapping. Article 10 The supply of surveying and mapping results in the Region shall be under the system of categorization and responsibility. Autonomous departments and units need to use the region and other provinces, autonomous regions and municipalities directly under the Central Municipality of surveying and mapping results, must hold the region, system, departmental supply of surveying and mapping results of the official official letter of the focal point, to the autonomous region of the Surveying and Mapping Archives for the use of formalities; the need to use the results of the military departments of the survey and mapping results by the autonomous region of the Surveying and Mapping Archives for the competent authorities of the military surveying and mapping in accordance with the General Staff Surveying and Mapping Bureau of the relevant provisions of the process.

The organs of the Xinjiang Military Region and its subordinate forces need to use the surveying and mapping results of the autonomous regions and other provinces, autonomous regions and municipalities directly under the Central Government of the local departments, the official official letter of the surveying and mapping department of the Xinjiang Military Region shall be held through the autonomous regions of the Surveying and Mapping Archives and Data Museum for unified processing.
