Article 64: When there are reasonable technical reasons and conditions, the industrial site and the site of the wind well can be arranged outside the scope of the well field, and if there is any pressurized occupation of resources, an agreement on mutual guarantee shall be signed, but the entrance of the well shall be located within the scope of the well field.

Article 65 The location of industrial sites of coal mines shall not be chosen in the areas of environmentally sensitive targets that need to be protected and around the protection zones of military facilities.

Section VII: Engineering Geological Conditions of Well Shafts and Industrial Sites

Article 66 The location of well shafts shall avoid as far as possible thick topsoil layers, thick aquifers, fault fracture zones, coal (rock) and gas (carbon dioxide) protruding coal seams or weak rock seams, and shall not pass through air-mining zones and undesirable geological structure zones in principle. If it is really necessary to go through the hollowing area due to the condition limitation, measures should be taken to deal with the hollowing area first, and safety measures should be formulated to ensure the safety during the construction and production operation of the wellbore.

Article 67 The industrial sites shall have good engineering geological conditions, avoiding underground mining areas, ground subsidence areas, ground cracks, and other sites with poor geological environments, and shall not be affected by mudslides, avalanches, landslides, karsts and earth cave-ins, and other undesirable factors.

Article 68 The industrial sites in the seismic-resistant defense zone shall be selected to be favorable to the seismic-resistant section, avoiding the unfavorable section, and shall not be selected in the dangerous section.

Section VIII: Exploitation Arrangement

Article 69: Exploitation of mines shall be based on factors such as topography, geological conditions, conditions of coal seams, mining technology, equipment, external construction conditions, ecological environment, design production capacity, and economic benefits, etc., and the use of flat, inclined and vertical shafts, or a comprehensive method of exploitation shall be determined by comparing the programs.

Large mines with a large field area, rich reserves or high gas content shall adopt the zoned development, zoned ventilation and centralized coal discharge zoned development method if the conditions are suitable.

Article 70 The number of shafts shall be determined after comprehensive argumentation based on the deployment of mine development, hoisting, ventilation, safety needs and investment efficiency. Each mine must have at least 2 shafts, the mine must set up a dedicated return air shaft, and must be used as the mine's safety exit, do not allow multiple shafts in parallel return air; the use of centralized ventilation system for the construction of the mine, when a wing of the well field towards the longer, the well field must be set up near the boundary of the safety exit. The part-time function of the shaft must comply with the relevant provisions of the current Coal Mine Safety Regulations.

Seventy-one mining levels shall be divided according to the conditions of coal seam endowment, geological conditions, the level of mining technology and equipment, resources/reserves and production capacity and other factors, determined by a comprehensive comparison, and shall be in accordance with the following provisions:

(1) When the mine is divided into stages of mining, the vertical height of the stage is appropriate to be:

1. 200-350m for gently inclined and inclined coal seams. 350m.

2. 100-250m for sharply inclined coal seams.

(2) When the conditions are suitable for gently inclined coal seams, the gas content is low, and the amount of water influx is not large, it is appropriate to use a combination of uphill and downhill mining.

(3) near-level multi-seam mining, when the seam spacing is not large, it is appropriate to use a single level of development; when the seam spacing is large, can be divided into coal groups (seams) multi-level mining.

Article 72 When the slope length of the upper (lower) mountain is too long in part of the area due to the different outcrops of the coal seams or large changes in the inclination angle of the coal seams, an auxiliary level can be set up at an appropriate position in the area.

Article 73 The layout of mining roadways shall be determined according to the conditions of coal seams, geological conditions, mining technology conditions and factors such as mine development, ventilation and transportation methods, and shall conform to the following provisions:

(1) When mining close multiple coal seams, it is appropriate to adopt centralized or grouped transportation roadway layout; when the coal seams (groups) are widely spaced, it is appropriate to adopt stratified transportation roadway layout.

(2) mining coal seam roadway shall not be arranged in the coal (rock) and gas (carbon dioxide) protruding coal seams and serious impact ground pressure coal seams.

(3) when the coal seam without coal (rock) and gas (carbon dioxide) protrusion danger, no impact ground pressure, the coal seam top and bottom plate surrounding rock is more stable, the coal seam is hard, the water content is small, or spontaneous combustion and fire, high-gas coal seam to take safety measures in the technically feasible and economically reasonable, the main transport alleys and the total return air lane should be arranged in the coal seam.

Four, near the level of multi-seam mining, the use of layered or grouped arrangement of transportation alleys, it is appropriate to mining level layered (group) transportation alleys overlap arrangement.

Fifth, the development of roadway layout should avoid stress concentration areas and active faults, and should not be arranged along the fault.

Article 74 The net section of the open roadway must be determined on the principle that the section after the maximum permissible deformation of the support can meet the needs of pedestrians, transportation, ventilation, pipelines, and equipment installation, maintenance and so on. The selection of the net section shall be in accordance with the relevant provisions of the current "Coal Mine Safety Regulations" and the current national standard "Design Code for Coal Mine Roadway Sections and Intersections".

Section 9: Transportation of Main Roads

Article 75 The main transportation of coal in main roads shall give priority to belt conveyors; mines should be arranged with coal bunkers at the bottom of the shafts, and large-scale mines with a construction scale of 3.0 Mt/a and above may use belt conveyors for continuous transportation from the down channel of the back-mining face to the ground.

Article 76: The mode of underground auxiliary transportation shall be based on the principles of reducing the number of auxiliary transportation links and reprints, reducing auxiliary transportation personnel, and improving the efficiency of transportation, and shall be determined by a comprehensive comparison of factors such as the deployment of underground pioneering, the mode of coal transportation, and the distance and volume of auxiliary transportation of materials and personnel, and shall be in accordance with the following provisions:

(1) When the surrounding rock in the main road, the mining area, the upper and lower mountains, and the angle of inclination of the coal seam are suitable, and the rock quality and the angle of inclination of the coal seam are suitable. (a) When the lithology and the inclination angle of the coal seam are suitable, it is appropriate to implement direct transportation from the bottom of the shaft yard to the main road, the mining area up and down the mountain and the return mining face down the road.
