What recommendations should be made on social security in Hainan

Article 1 In order to strengthen the comprehensive management of social security, maintain social stability, to ensure the smooth progress of reform and opening up and economic construction, according to the Standing Committee of the National People's Congress "on strengthening the comprehensive management of social security decision" and the relevant laws and regulations, combined with the actual situation in this state, the formulation of these regulations.  Article 2 Comprehensive management of social security is the whole society's **** the same task, must mobilize and organize the whole society, the use of political, legal, economic, administrative, cultural, educational and other means of comprehensive management, prevention and reduction of crime, maintenance of social order, to ensure social stability.  Article 3 The comprehensive management of social security shall implement the policy of combating and preventing, treating both the symptoms and the root causes, insisting on the working method of combining specialized work with the mass line, and adhering to the principle of "who is in charge, who is responsible" and the principle of "combining sections and blocks, with blocks as the main" of the principle of local management. Management principle.  Article 4 Comprehensive management of social security includes combating, preventing, educating, managing, building and reforming. Article 5 These Regulations shall apply to organs, organizations, military forces, enterprises and institutions, villages (residence, pastoral) committees, places of religious activities and other organizations and citizens within the administrative area of this state.  Chapter II Organizations and Responsibilities Article 6 Comprehensive management of social security is organized and implemented by people's governments at all levels. People's governments at all levels shall unify planning and deployment of the comprehensive management of social security with the construction of spiritual and material civilization. The state, counties and townships (towns) shall set up a committee for the comprehensive management of social security, with an office and full-time or part-time staff responsible for handling day-to-day affairs. Article 8 The comprehensive management of social security to implement the target management responsibility system. Article 10 The main duties of authorities, organizations, enterprises and institutions in the comprehensive management of public security are: (1) to carry out publicity and education on the rule of law for the employees, their families and students of the unit; (2) to organize and implement the target management responsibility system for the comprehensive management of public security in the unit, carry out activities to create a safe and civilized environment, implement safety precautions, and maintain the normal order of work, production and life; (3) to assist the public security and judicial organs in investigating violations of the law in the unit; and (4) to assist the public security and judicial organs in investigating violations of the law in the unit, (C) assist the public security, judicial organs to investigate and deal with the unit's criminal cases; (D) mediation of civil disputes within the unit or related to the unit; (E) education, management and resettlement of the unit's released and discharged from re-education-through-labor personnel; (F) for the comprehensive management of social security of other matters. Article 12 Every family shall fulfill its responsibility of guardianship over minors and do a good job of family safety prevention. Chapter IV Social Security Article 13 Citizens to maintain public order and fighting with illegal and criminal behavior sacrificed, in accordance with the "Revolutionary Martyrs Commendation Regulations", reported to the provincial people's government at each level to award the title of martyr, and in accordance with the relevant provisions of the State's family members to give a pension; not enough to the conditions of martyrdom, compared to death on duty, and a one-time pension.  Article 14 Citizens who are injured or disabled in the fight against illegal and criminal acts shall be rescued and treated in a timely manner. The public security and judicial organs shall, in accordance with the provisions of the law, deal with the medical treatment, living allowances, compensation and other expenses of the disabled person. If the perpetrator of the crime is indeed unable to bear the costs, the unit in which the disabled person resides shall be responsible for settling them; if there is no unit, the local civil affairs department shall settle them with reference to the relevant provisions of the State.  The relevant departments shall give priority to the employment of laid-off workers and unemployed persons who have been injured or disabled in the fight against criminal offenses but are capable of working.  Article 15 Citizens fighting with criminal behavior, their lives and property safety is threatened, the public security departments and relevant units shall take measures to protect.  Article 16 The states and counties may set up reward funds for citizens who have fought against illegal and criminal acts.  Chapter V Rewards and Penalties Article 17 All regions, departments and units of the comprehensive management of social security work every six months, the state's comprehensive management of social security work once a year inspection and evaluation.  Article 18 Any unit or individual who meets one of the following conditions shall be commended and rewarded by the Committee for Comprehensive Management of Public Security with a recommendation for approval by the people's government or the relevant departments: (1) those who have achieved remarkable results in the implementation of the target management responsibility system in the comprehensive management of public security; (2) those who have achieved remarkable results in channeling and conciliating civil disputes and avoiding the occurrence of major cases; (3) those who have achieved remarkable results in educating, rescuing, and rehabilitating offenders or helping to educate and resettle ex-prisoners. (c) outstanding achievements in educating, rescuing and reforming delinquents or helping to educate and resettle those who have been released from prison or released from reeducation-through-labor camps; (d) outstanding achievements in safeguarding social stability and national unity, and fighting against ethnic separatism; (e) outstanding achievements in denouncing and exposing delinquent and criminal acts, or in acting heroically to fight against delinquents and criminals; (f) assisting public security and judicial organs in solving important and very important cases; (g) making significant contributions to comprehensive management of public order; (h) making significant contributions to comprehensive management of public security. (vii) Other important contributions to the comprehensive management of social security.  Article 19 For departments and units that do not perform their duties conscientiously, the local committee for comprehensive management of public security shall urge them to do so, and may make suggestions for rectification or give them notices of criticism; if they still fail to perform their duties, they may make suggestions for disciplinary action to their higher authorities. The authority that receives the recommendation shall, within one month, send the investigation and handling of the situation to the committee for comprehensive management of public security that made the recommendation.  Article 20 The implementation of the system of one-vote veto power for comprehensive management of social security, the one-vote veto power includes: the selection of civilization and the honorary title of advanced unit for counties, townships (townships), streets, as well as for organs, groups and enterprises; the selection of advanced units, awarding of exemplary honorary titles, and promotion of posts and grades to the main leaders, supervisory leaders, or persons in charge of law and order for the said units, with the veto power to be exercised by the people's government of the state and counties.  The implementation of the one-vote veto power for comprehensive management of social security shall be recommended by the comprehensive management committee at or above the county level and decided by the people's government at the same level.  Township (township) comprehensive management of social security agencies on one-vote veto can make recommendations, agreed to by the township (township) people's government, reported to the people's government at the county level to decide.  Article 21 An area or unit that fails to meet the prescribed objectives of comprehensive management of social security, as assessed by the Committee for Comprehensive Management of Social Security, shall be notified and criticized by the Committee for Comprehensive Management of Social Security at or above the county level and may recommend to the competent authorities to give administrative sanctions to the principal leader, the competent leader and the person directly responsible. Article 23 Anyone who is dissatisfied with a negative decision may, within 15 days from the date of receipt of the negative decision, appeal to the people's government at the next higher level which made the negative decision. The organization receiving the appeal shall conduct a review within one month of receipt of the filing of the appeal, make a decision on whether or not to change the veto, and reply to the unit or individual requesting the review. The veto decision shall be suspended during the review period.  Article 24 Violation of the provisions of this regulation is a violation of the "Public Security Administration Punishment Regulations", the public security organs shall be punished; constitutes a crime, by the judicial organs shall be investigated for criminal responsibility.
