Its methods and means include engineering technology, administration, economy, publicity and education, etc.
The Fifth Plenary Session of the 18th CPC Central Committee proposed to strengthen environmental governance, take improving environmental quality as the core, implement the strictest environmental protection system, thoroughly implement the action plan for the prevention and control of air, water and soil pollution, and implement the vertical management system for monitoring, supervision and law enforcement of environmental protection agencies below the provincial level.
