1. Area: Streets and towns are the basic units.
2. Time: The longest incubation period in COVID-19 is 14 days.
3. Epidemic situation: the total number of cases in COVID-19, and whether there is a cluster epidemic situation.
In a word, the criteria for dividing high, medium and low risk areas are based on whether there are confirmed cases in COVID-19 and the number of cases in a street or community within 14 days. At the same time, the specific standards need to be adjusted in time according to the epidemic trend in COVID-19.
Coping strategy
1. In high-risk areas, measures should be taken to prevent internal proliferation, prevent external exports and strictly control, and continue to do a good job in epidemic prevention and control. When the epidemic situation in high-risk areas is effectively controlled, the scope of resumption of work will be increased in an orderly manner.
2. In the middle risk area, the strategy of "introducing from outside and preventing from inside" can be implemented to restore normal production and life in an orderly manner. Relevant personnel can first return to their posts in an orderly manner, guide all employers to strictly implement epidemic prevention measures, and at the same time promote epidemic prevention and control work and enterprises to resume work.
3. For low-risk areas, we can implement the strategy of "strictly preventing imports and making overall plans", lift traffic restrictions on all roads, and fully restore normal production and living order as soon as possible.
High-risk area: The blockade can be lifted if there is no new local confirmed case within 4 days after the last case is diagnosed/kloc-0. High-risk areas take extremely strict measures to deal with the epidemic, and decisively take control measures such as stopping work, closing business and suspending classes. If necessary, regional blockade can be adopted to restrict personnel from entering and leaving. Be transferred to high-risk areas, organize comprehensive household investigation, and those with symptoms such as fever, dry cough, fatigue and diarrhea will be sent to designated medical institutions for investigation, diagnosis and treatment in time.
Medium-risk area: it can be unsealed in general 14 days, depending on whether there are new cases in the closed community. 1 If the nucleic acid test is negative within 4 days after the positive case appears/kloc-0, it can be unsealed. However, during the period of 14 days, new cases appear one after another, and the unsealing time will be calculated again. After the closure is lifted, it will enter a seven-day transition period, which will adopt the mode of home health monitoring. If all the nucleic acid tests are negative on the last seventh day, then you can enter the stage of normalization prevention and control, and you can return to your normal life.
