Article 1 In order to further standardize the management of department-level cadres in municipal organs and institutions, strengthen the supervision over the selection and appointment of cadres, and effectively improve the credibility of the selection and appointment, these measures are formulated in accordance with the Civil Service Law, the regulations on the appointment of cadres and other laws and regulations, combined with the actual situation of our city.
Article 2 The management of department-level cadres includes: promotion and adjustment, exchange and rotation, filing, education and training, and discipline supervision.
Article 3 Department-level cadres shall be in the charge of the Party Group (Party Committee and Party Working Committee) of the unit where they work, and the Organization Department of the Municipal Party Committee shall put them on record for management.
Chapter II Promotion and Adjustment
Article 4 The promotion and adjustment of department-level cadres should adhere to the principle of having both ability and political integrity and putting morality first, pay attention to ability, performance and recognition, and adhere to the correct orientation of employing people.
Article 5 In addition to the basic conditions stipulated in the Regulations on the Appointment of Cadres, the promotion of departmental level cadres shall also meet the following conditions:
1, and the annual assessment in the last three years is qualified or above.
2, promoted to the section chief and other department-level leadership positions, should be a department-level non-leadership positions or deputy department-level positions for more than two years; Those who are promoted to non-leadership positions at the section level shall hold positions at the deputy section level for more than three years; To be promoted to a deputy-level leadership position or a non-leadership position, you must be a clerk for more than three years.
3, generally should have a college degree or above.
4. Good health.
5. Comply with relevant regulations such as job avoidance.
6. Other qualifications.
Cadres should be promoted gradually. If the work is particularly outstanding or has special needs, it can be promoted according to relevant regulations, but it must be approved by the Organization Department of the Municipal Party Committee in advance.
Sixth promotion and adjustment of department-level cadres must be carried out within the approved establishment and leadership positions, and there are corresponding job vacancies.
Article 7 Except for positions involving important secrets and national security, candidates for department-level leadership positions are generally selected by competition in their own organs, units or systems. Need to improve the structure or enrich the shortage of talents or there is no suitable candidate for the time being, but also open selection for the society.
Article 8 According to the Interim Provisions on Competition for Posts of Party and Government Organs (No.3/KLOC-0 [2004]), the main procedures include making plans, opening posts and conditions, registering, qualification examination, written examination, interview, democratic evaluation, organizing inspection, collective discussion and decision, publicity before appointment, filing, etc.
The written test, interview results and democratic evaluation results are included in the total score according to a certain proportion, and the subjects are selected according to the total score of competitive positions.
Ninth democratic recommendation and promotion of department-level cadres, the main procedures include democratic recommendation, organization inspection, brewing, collective discussion and decision, publicity before appointment, filing and so on. Democratic recommendation adopts two ways at the same time: meeting voting recommendation and individual conversation recommendation. The voting recommendation of the meeting should generally be attended by all the staff of the unit, and a large number can be attended by cadres at or above the deputy department level; Individual talk recommendation should be attended by members of the leadership team, middle-level chief and principal responsible persons of directly affiliated units, and all personnel can participate in the small number of units.
According to the results of democratic recommendation and the usual understanding, the party group of the unit (party Committee, party working Committee) collectively studies and determines the object of investigation. The recommended candidate can not be supported by the majority of the unit, and shall not be listed as the object of investigation. At the same time, we should treat cadres comprehensively and historically to prevent people from simply taking people by votes.
Tenth inspection organized by the personnel department of the unit, generally take the form of individual conversation, written comments, access to files, honest and self-discipline. Cultural propaganda, the appointment and removal of department-level cadres in the political and legal system should seek the opinions of the Propaganda Department of the Municipal Party Committee and the Political and Legal Committee of the Municipal Party Committee in advance. The appointment and removal of discipline inspection and supervision cadres at the department level of relevant units shall seek the opinions of the Municipal Commission for Discipline Inspection in advance.
Fourteenth organs and institutions directly under the personnel (cadres) section chief to implement key management. The unit should communicate with the organization department of the municipal party Committee before adjusting the head of the personnel (cadre) section. After the preliminary candidates are put forward by the unit, they should be reported to the Organization Department of the Municipal Party Committee before the collective discussion and decision. Chapter III Exchange Rotation
Article 15 In accordance with the principles of cultivating, revitalizing resources, stimulating vitality and strengthening supervision, the rotation of department-level cadres in their own units and systems will be intensified, and the exchange of cadres between units directly under the municipal government and between units directly under the municipal government and county and township organs or state-owned enterprises and institutions will be promoted.
The main forms of exchange rotation are job transfer, job transfer and temporary training.
Sixteenth key exchange rotation object:
1, long-term principal of comprehensive administrative departments such as law enforcement, cadre and personnel, financial audit, project approval and fund management, and office;
2. Improve leadership through communication and rotation exercise;
3. Lack of grassroots work experience or single work experience;

Seventeenth exchange rotation is generally combined with the adjustment of departmental level cadres, and it is handled in accordance with the cadre management authority and relevant regulations.
Eighteenth civil servants to transfer jobs between different posts, should meet the qualifications of the proposed post. Civil servants who hold leadership positions in internal organs and non-leadership positions with special work nature shall be transferred within their own organs or with other organs in a planned way.
Article 19 According to the spirit of Lu Zufa [2009] No.48 "Notice on Forwarding the Central Organization Department and the Ministry of Personnel on Printing and Distributing the Provisions on the Transfer of Civil Servants (for Trial Implementation)", combined with the actual situation of our city, those who are engaged in public services from state-owned enterprises and institutions, people's organizations and mass organizations who are transferred to the organs that implement the civil service law or refer to the organs (units) that manage the civil service law to hold department-level leadership positions shall have full-time college education or above and be under 40 years of age. Does not include hiring cadres, workers and other identity personnel.
Article 20 Whoever is transferred to an organ that implements the Civil Service Law or an organ (unit) that refers to the management of the Civil Service Law to hold a department-level leadership position shall meet the qualifications required for the proposed post, and shall do so within the prescribed staffing limit and number of posts in accordance with relevant regulations and examination and approval procedures.
The transfer procedure mainly includes determining the transfer position and conditions, proposing the transfer candidate, soliciting the opinions of the transferred unit, organizing inspection, collective discussion and decision, transfer publicity, approval or filing, handling the transfer, appointment and civil servant registration procedures.
To be transferred to a department-level leadership position, the transferred unit shall report to the competent department of civil servants for research and approval according to the prescribed procedures, and then report to the Organization Department of the Municipal Party Committee for the record.
Article 21 Department-level cadres should be assigned to the front line of key project construction and maintaining stability in a planned way, and go to state-owned enterprises for more than one year's attachment training in a difficult and complicated environment to broaden their horizons, enrich their experience and improve their practical work ability.
During the attachment exercise, the personnel relationship with the original unit will not be changed.
Chapter IV Filing
Article 22 The filing scope of the Organization Department of the Municipal Party Committee includes the department-level cadres of the internal organs and directly affiliated units of the municipal government, and the deputies of the deputy county-level units directly affiliated to the municipal government.
Department-level cadres promoted and adjusted by county-level institutions in the education and health system shall be reported to the competent authorities for the record.
Twenty-third people who are promoted to department-level leadership positions must be publicized in the unit before taking office (the publicity time is usually 7 days). Publicity does not affect their posts, and the adjustment of cadres should be reported to the Organization Department of the Municipal Party Committee or the competent department for the record, and the appointment documents will be issued after approval.
Those who are promoted to department-level leadership positions will have a probation period of one year, except for cadres elected or appointed by the National People's Congress and CPPCC. After the probation period expires, those who meet the current conditions after examination will be officially employed; If you are incompetent, you will be exempted from the probation position, and you will generally arrange your work according to the rank before probation.
With the consent of the Organization Department of the Municipal Party Committee or the competent department for the record, if the department-level cadres are appointed by the party group (Party Committee and Party Working Committee), the appointment time shall be calculated from the date of the decision of the party group (Party Committee and Party Working Committee); Appointed by election or decision of the National People's Congress or CPPCC, the term of office shall be counted from the date of election or decision of appointment.
Twenty-fourth filing shall submit a notice of appointment and dismissal of cadres; Report for the record, and attach a copy of the minutes and records of the party group (Party Committee and Party Working Committee) meeting, the approval form for the appointment and removal of cadres, the inspection materials, the registration form for the record of department-level cadres, and the preparation documents for leadership positions; The above materials shall be submitted in triplicate. If a general cadre is promoted to a deputy-level position, the cadre's personal file shall be submitted at the same time.

Chapter V Education and Training
Twenty-fifth adhere to the principle of people-oriented, teaching students in accordance with their aptitude, training all staff, ensuring quality, all-round development, focusing on ability, combining practice and applying what they have learned.
Twenty-sixth education and training work by the unit responsible for cadres. The main responsibilities are to formulate education and training plans, carry out training tasks at higher levels, select cadres by stages to participate in various forms of off-the-job training, mobilize cadres to do a good job in self-study, and implement training registration management according to regulations.

Those who fail to participate in education and training or fail to meet the requirements of education and training for some reason should make up training in time. Those who do not participate in education and training without justifiable reasons should be criticized and educated until they are dealt with.
Chapter VI Discipline Supervision
Thirtieth serious cadres selection and appointment work discipline. Units directly under the municipal government should do a good job in the appointment and dismissal of department-level cadres in accordance with the regulations, strictly follow the standard conditions and qualifications, strictly follow the positions, strictly follow the procedures, and strictly abide by the "Ten Prohibitions" discipline and filing regulations stipulated in the Regulations on the Appointment of Cadres. Those who violate the "Ten No's" discipline, fail to communicate with the Organization Department of the Municipal Party Committee or the competent department and agree to mobilize cadres, or fail to publish their departmental positions for the record, will not be recognized, and informed criticism will be ordered to immediately correct them, and the principal responsible persons and other directly responsible persons will be organized to deal with them.
Those who refuse to obey the decision of organizational transfer or exchange rotation without justifiable reasons shall be dismissed or demoted on the spot in accordance with laws and relevant regulations.
Implement the accountability system for the selection and appointment of cadres. Carelessness in employing people has serious consequences. According to the "accountability measures for the selection and appointment of party and government leading cadres (Trial)" and relevant regulations, depending on the seriousness of the case, the main person in charge of the unit, the person directly responsible and the organization and personnel cadres shall be held accountable.
Thirty-first the implementation of department-level cadres management supervision responsibility system. Where the management of department-level cadres in this department or unit is chaotic, the unhealthy trend of employing people is serious, and the cadres and the masses have a strong reaction, and the violation of organizational and personnel discipline cannot be effectively investigated, the responsibility of the main person in charge of the party group (Party Committee and Party Working Committee) of this unit shall be investigated.
