(two) the construction administrative department: responsible for guiding the planning, construction and management of urban and township (town) sanitation facilities; According to the requirements of urban and rural planning, formulate medium-and long-term development plans and annual plans for environmental sanitation, and organize their implementation; Guide the management of city appearance and environment, establish and improve the management institutions of city appearance and environmental sanitation, strengthen the supervision and management of legal system construction of city appearance and environmental sanitation, law enforcement supervision and inspection, collection, removal and harmless treatment of domestic garbage, and maintain a clean, green and beautified urban environment; Strengthen the management and guidance of urban water supply, and manage urban drinking water, water transmission and distribution equipment and protective materials, drinking water chemical treatment agents and water purifiers; Guide the planning of urban drainage and sewage treatment and the planning, construction and management of medium and long-term development, strengthen the monitoring and management of urban drainage facilities and centralized treatment of urban sewage, and prevent and control water and groundwater pollution; In accordance with the requirements, strengthen the management of construction sites, demolition sites and sites to be built, implement closed enclosures, prohibit the dumping of domestic garbage and construction garbage at will, and maintain a good sanitary environment.
(3) The administrative department of agriculture: responsible for the harmless treatment and comprehensive safe utilization of agricultural wastes such as human and livestock manure, township (town) enterprise wastes and aquaculture wastes in rural areas in combination with the medium-and long-term planning of agricultural and rural economic development; Promote the combined use of organic fertilizer and chemical fertilizer to maintain ecological balance; Do a good job of rodent control in grassland and farmland; Organize and coordinate the inspection, identification and law enforcement supervision and management of pesticide quality; Cooperate with health and other relevant departments to do a good job in the prevention and treatment of endemic diseases and zoonotic diseases; Comprehensively control the "three wastes" pollution of township (town) enterprises.
(4) The competent administrative department of environmental protection: strictly enforce the environmental protection laws and regulations, establish and improve the environmental protection supervision system, strengthen the law enforcement supervision of waste gas, waste water, solid waste and hazardous waste pollution, and guide and coordinate the solution of major environmental pollution accidents; Guide the comprehensive improvement of urban and rural environment and prevent environmental pollution; Supervise and inspect the environmental protection work of various nature reserves and scenic spots.
(5) Development and reform of administrative departments: responsible for bringing patriotic health work into the medium-and long-term plans and annual development plans for national economic and social development, and coordinating patriotic health work with national economic and social development.
(six) the administrative department of commerce: responsible for coordinating the relevant departments to do a good job in monitoring the daily and emergency sanitary products needed for urban pest control and environmental management; Do a good job in the management and development of resource recycling; Assist health, news and other departments to actively carry out tobacco control work.
(seven) the administrative department of education: responsible for strengthening students' health education, popularizing health knowledge, guiding primary and secondary schools to set up health education courses according to the teaching plan stipulated by the state, and guiding kindergartens to carry out health knowledge education; Cultivate good habits of loving cleanliness and hygiene, and improve students' self-care ability and health level; Strengthen the management of food hygiene in school canteens to prevent food poisoning accidents; Improve the conditions for running schools and the quality of health facilities, purify, green and beautify the school environment, and organize students to actively participate in patriotic health campaigns and health promotion activities.
(8) The financial administrative department: responsible for including the funds needed for patriotic health care into the financial budget according to the fiscal and taxation policies, long-term planning and other relevant policies, providing necessary special funds for patriotic health care, and ensuring the smooth development of patriotic health care.
(9) The administrative department of labor and social security: responsible for organizing the implementation, supervision and inspection of the basic policies of medical insurance and maternity insurance, providing basic medical security for employees, and assisting relevant departments in environmental improvement in this area.
(10) Railway, transportation, industry and commerce, and tourism departments: responsible for sanitation management and garbage collection of vehicles, stations, hotels, tourist attractions, market stalls along the railway, and market stalls along the street, and coordinating with relevant departments for disposal; Actively publicize and carry out smoking ban activities in public places; In accordance with the relevant provisions of the state, do a good job in the cleaning and hygiene of land along the railway and on both sides of the highway; Assist relevant departments to control major epidemics; Actively carry out activities to create health window units.

(12) Department in charge of cultural market: actively do a good job in smoking ban in public places, and be responsible for urging Internet cafes, libraries and other cultural public places within their jurisdiction to do a good job in smoking ban and eliminating the "four pests"; Cooperate with relevant departments to do publicity and education to improve the health quality of the whole people.
(thirteen) radio and television administrative departments: responsible for the environmental health work in this area, take various forms to actively carry out health education and health science knowledge propaganda, and play the role of public opinion supervision.
(14) Propaganda Department: It is responsible for taking patriotic health work as the main content of building socialist spiritual civilization and improving the civilized quality of the whole people, bringing it into the planning of activities to create civilized cities and towns, and making unremitting efforts to mobilize the whole society to participate extensively.
(15) Military organs stationed in the city: organize patriotic health work to improve the health quality and level of the broad masses of officers and men in light of their own reality and task characteristics; Actively support local patriotic health work and participate in comprehensive social health improvement activities.
(XVI) * * * Communist Youth League and Women's Federation organizations: responsible for mobilizing and organizing young people, students and women to actively participate in patriotic health activities in their regions and units, and organizing the recruitment of patriotic health youth and women volunteers to participate in patriotic health public welfare activities.
(XVII) Chengguan District People's Government: responsible for strengthening the construction of urban environmental sanitation, purifying, greening and beautifying the environment, ensuring the implementation of laws and regulations on sanitation in public places and city appearance and environmental sanitation, organizing urban sub-district offices to incorporate health education into community services, formulating health norms for residents and supervising their implementation. Mobilize and organize the masses to actively participate in the activities of creating a healthy city, enhance the health quality of citizens, and vigorously improve the overall level of urban health.
(18) Radio stations, TV stations and newspapers should widely publicize health knowledge.
(nineteen) other departments and units: actively participate in patriotic health activities and actively cooperate with relevant departments to do patriotic health work. Enterprises should establish a labor health protection system and conduct targeted health protection education for employees.
