I. Relevant regulations
According to the Regulations on the Prevention and Control of Environmental Noise Pollution in People's Republic of China (PRC)
Article 1 These Regulations are formulated for the purpose of preventing and controlling environmental noise pollution, ensuring people's good living environment and protecting human health.
Article 2 The term "environmental noise" as mentioned in these Regulations refers to the sound produced in industrial production, construction, transportation and social life that affects the surrounding living environment.
The term "environmental noise pollution" as mentioned in these Regulations refers to the phenomenon that the environmental noise discharged exceeds the environmental noise standard stipulated by the state and hinders people's work, study, life and other normal activities.
Second, the determination of environmental noise standards:
? 1. The standard values listed below are the noise levels allowed outdoors.
(The measuring point is outside the window of the residential building affected by noise 1m, which is 1.2m higher than the ground. Noise is frequent at night, and the peak value is not allowed to exceed the standard value 10 dB. The occasional noise at night, the peak value is not allowed to exceed the standard value 15 dB. )
The standard values of five types of urban environmental noise are as follows:
Category day and night (that is, the time problem in the problem is divided into day and night)
Level 0, 50 decibels, 40 decibels
1 class 55db 45db
Level 2 60 dB 50 dB
Level 3, 65 decibels, 55 decibels
Category 4: 70 dB and 55 dB
Scope of application of various standards
(1) Level 0 standard is applicable to areas that need to be quiet, such as convalescent areas, senior villa areas and senior hotel areas. Located in the suburbs and rural areas, such areas shall be implemented according to the standard of 5 decibels stricter than Class 0.
(2) The1class standard is applicable to areas with residential, cultural and educational institutions as the mainstay. Rural living environment can be implemented with reference to such standards.
(3) Level 2 standard is applicable to residential, commercial and industrial mixed areas.
(4) Level 3 standards are applicable to industrial zones.
(5) The four-level standard is applicable to the areas on both sides of urban road traffic trunk lines and the areas on both sides of inland waterways passing through urban areas. This kind of standard is also applicable to the limits of background noise (which refers to the noise level of outdated trains) on both sides of the main and secondary lines of railways passing through cities.
2. Indoor standards
Indoor noise standards can be divided into residential and non-residential types. The indoor noise standard of residence is formulated according to the requirements of quiet life and the environmental noise standard of the region, with reference to the window conditions of residence, and generally should not be lower than the environmental noise standard of the region by 20 decibels. The indoor standard of residential buildings in China is lower than the environmental noise standard 10 dB, because there are many small factories close to residential buildings in China. The indoor noise standard for non-residential houses is stipulated according to the purpose of the room.

4. Complaint method:
If residents feel that noise pollution in the community is disturbing the people, they can first report it to the property company and let the property company come forward to coordinate and solve it, because the regulations clearly stipulate that "property management companies should stop environmental noise pollution in the management area and report it to the supervision and management departments related to the prevention and control of environmental noise pollution in time." If the communication and coordination of the property management company fails, the owner can also call 12369 to complain to the environmental protection department.
