Article 2 The term "Internet working group" as mentioned in these Measures refers to the cyberspace where employees of various units, departments, project departments or enterprises, migrant workers who participate in the construction and production of projects (workshops) of their own units, labor dispatch personnel and personnel sent by their own units to work overseas, including but not limited to WeChat groups, QQ groups, Smart Construction Investment Groups, Nail Groups and other groups, are established with Internet websites and mobile Internet applications as units.
Article 3 The management of Internet working groups shall follow the principle of who establishes the group, who is responsible and who manages it.
Article 4 The establishment of Internet working groups shall be subject to the system of examination, approval and filing, and all working groups shall be managed by real-name system.
Article 5 Internet working groups are limited to work contact, communication matters, business study and experience exchange. When participating in group information exchange, members of the working group must follow the central spirit, abide by laws and regulations, communicate in a civilized way and express rationally. It is strictly forbidden to publish information content that is inconsistent with the spirit of the central government, national laws and regulations and enterprise rules and regulations in the group.
Article 6 The management responsibilities of the Internet Working Group are as follows:
The Propaganda Department of the Party Committee is responsible for supervision;
The secretary of the grassroots party branch (the head of the government department) is the first responsible person;
The owner, manager and person in charge of the official WeChat account of the Internet Working Group assume direct management responsibilities;
Group members are responsible for supervising and managing the use of the Internet.
Article 8 Implementation of management responsibilities of Internet groups
(1) The Propaganda Department of the Party Committee is responsible for regular supervision, inspection and assessment, and is also responsible for the review and supervision of Internet groups in this unit;
(2) The official account of WeChat and the proposed unit of the Party branch must be approved by the Propaganda Department of the Party Committee of the unit before it can be established, and the established operation has been reported to the Propaganda Department of the Party Committee of the unit for the record;
(3) Party branch secretary (department head) should manage the operation and maintenance of the working group in strict accordance with the group function specification;
(four) the group owner is responsible for the daily management of group members' audit, monitoring information release, interactive communication and so on. Each working group should start the group chat invitation confirmation function. When members join the group, the group owner should verify the real identity information of the people who join the group, standardize their nicknames in the group, and emphasize the self-discipline rules and negative content list to them.
