Why can't hepatitis A and hepatitis E get a health certificate?

According to the newly promulgated Food Safety Law of People's Republic of China (PRC) in 2009, people suffering from digestive tract infectious diseases such as dysentery, typhoid fever and viral hepatitis, and people suffering from diseases that hinder food safety such as active tuberculosis, suppurative or exudative skin diseases are not allowed to eat directly.

Hepatitis A and hepatitis E viruses are mainly transmitted through the digestive tract. In order to prevent others from being infected, patients with hepatitis A and hepatitis E or virus carriers cannot apply for health certificates.
