The Outline of Planning is divided into five chapters. 17. The chapter "Sub-central City in the Province" proposes to build a high-level comprehensive transportation hub, optimize and expand urban development space, build a regional education and medical highland, set up an open and inclusive civilized model, build an ecologically livable city, and build a "safe Shantou" at a high level;
The chapter of "Vibrant Special Zone, Hometown of Overseas Chinese in the United States and Pearl of East Guangdong" focuses on comprehensively deepening reform, doing a good job of "overseas Chinese" in the new period and integrating into the regional coordinated development strategy.
The Outline of Planning puts forward 22 main indicators of Shantou's economic and social development in five categories: economic development, innovation drive, people's livelihood and welfare, resources and environment, and security.
In terms of economic development, the regional GDP will grow at an average annual rate of about 6.5%, and the total will reach 4 1000 billion yuan by 2025.
According to the "Planning Outline", the city will speed up the construction of a modern industrial system, make every effort to build the main battlefield for industrial development in the east wing of the coastal economic belt, make every effort to build eight key industrial clusters, such as fashion clothes, animation toys, fine chemicals, printing and packaging, intelligent equipment manufacturing, new generation information technology, new materials and biomedicine, and speed up the construction of Shantou Liuhe, Longhu Longdong, Chenghai Lotus Mountain, Haojiang Binhai, Chaoyang Haimen and Chaoyang Jinpu.
In terms of transportation, the integration of railways, highways and aviation will reach the core cities in the province at 1 hour, Guangdong-Hong Kong-Macao Greater Bay Area and coastal urban agglomerations in Guangdong, Fujian and Zhejiang in two hours, and major cities in China in three to five hours, so as to create a railway network pattern of "one vertical, two horizontal and three rings" and a high-speed road network of "three rings, eight shots and one encryption" and gradually become a high-level comprehensive transportation hub serving the coast, the whole province and the whole country.
In terms of people's livelihood, by 2025, the quality of education and teaching will enter the advanced ranks in the province, and the coverage rate of standardized schools for public compulsory education in the city will remain100%; Build a regional medical center, a strong public health system, and build a healthy Shantou and a healthy city in an all-round way.
The planning outline proposes to build a regional spatial development pattern of "one axis, two belts, two corridors and multiple groups". By 2025, it will basically form an area with Inner Bay as the core, coastal development zone and urban upgrading zone as the support, Rongjiang Ecological Science and Technology Corridor and Hanjiang Chaoqiao Humanities Corridor as the support, and a number of important industrial towns, famous commercial towns, strong cultural tourism towns and large agricultural towns as the nodes, with outstanding functional positioning, optimized resource allocation and deep regional integration.
In addition, the Planning Outline specifies that there are 103 major construction projects planned in Shantou during the Tenth Five-Year Plan period, with a total investment of 120 1 1 billion yuan. During the Tenth Five-Year Plan period, we will strive to achieve an investment of 750 billion yuan, covering new infrastructure and innovative development, manufacturing, modern service industry and modern comprehensive transportation system.
