The state formulates the development plan of the sports industry, expands the scale of the sports industry, enhances the vitality of the sports industry, promotes the high-quality development of the sports industry, and meets the diverse sports needs of the people. The people's governments at or above the county level shall establish a coordination mechanism for the development of sports industry with multi-sectoral cooperation. The state supports and regulates the development of sports industries such as sports goods manufacturing and sports services, and promotes the integrated development of sports and health, culture, tourism, old-age care and science and technology. The state supports the innovative development of sporting goods manufacturing industry, encourages enterprises to increase investment in research and development, and adopts new technologies, new processes and new materials to promote the transformation and upgrading of sporting goods manufacturing industry. The state fosters service formats such as fitness and leisure, competition performance, venue service, sports brokerage and sports training, and improves the level and quality of sports service industry.
According to Article 72 of the Sports Law of the People's Republic of China, the state improves the professional sports development system, expands the channels for professional sports development, supports the professional development of athletes and coaches, and improves the maturity and standardization level of professional sports. Professional sports clubs should improve the internal governance mechanism and corporate governance structure, and give full play to the role of market players.
