On June 1 day, 2009, China formally implemented the new Food Safety Law, and on July 20th, China issued the implementing regulations to allow hepatitis B virus carriers to engage in the food industry. Therefore, hepatitis B virus carriers can also legally apply for health certificates. First, the liver function is abnormal and HBV-DNA is positive (indicating that hepatitis B virus is in a high replication stage). In this case, patients with hepatitis B, a big three-yang disease, are highly contagious and need active treatment because they can't get a health certificate. Only when the liver function is normal and HBV DNA is stable can they get a health certificate. Second, the liver function is normal, HBV-DNA is normal, and there are no symptoms of hepatitis. This is also called hepatitis B carrier. In this case, hepatitis B can get a health certificate, but it can only get a class B health certificate. There are two types of health certificates. A type of health certificate was previously issued to healthy people, and they can engage in any type of occupational food health certificate. The second kind of health certificate can be engaged in other industries except food and beverage industry, that is, non-food health certificate.

Article 45
Food producers and business operators shall establish and implement the health management system for employees. Persons suffering from diseases that hinder food safety as stipulated by the administrative department of health of the State Council shall not engage in direct contact with imported food. Food production and marketing personnel engaged in direct contact with imported food shall undergo annual health examination and obtain health certificates before taking up their posts.
