Regulations of Inner Mongolia Autonomous Region on Traditional Chinese Medicine (revised in 2022)

Chapter I General Provisions Article 1 In order to inherit and carry forward Chinese medicine, promote the all-round development of Chinese medicine and improve the health level of citizens, these Regulations are formulated in accordance with the relevant laws and regulations of the state and the actual situation of the autonomous region. Second units and individuals engaged in traditional Chinese medicine activities within the administrative area of the autonomous region shall abide by these regulations. Article 3 The term "traditional Chinese medicine" as mentioned in these Regulations refers to the general name of all ethnic medicines in China, including medicines of Han nationality and ethnic minorities. It is a medical system that reflects China people's understanding of life, health and diseases, and has a long history and tradition and unique theory and technical methods.

Mongolian medicine is an important part of China medicine. The autonomous region has taken measures to increase support for the inheritance, innovation, application development and personnel training of Mongolian medicine, strengthen the construction of medical institutions and doctors in Mongolian medicine, and promote and standardize the development of Mongolian medicine. Fourth people's governments at or above the county level shall be responsible for the administration of traditional Chinese medicine within their respective administrative areas.

The relevant departments of the people's governments at or above the county level shall be responsible for the related work of Chinese medicine according to their respective duties. Article 5 The people's governments at or above the county level shall incorporate the cause of traditional Chinese medicine into the national economic and social development plan, give key support to traditional Chinese medicine, and guarantee and promote the development of medical treatment, health care, education, scientific research, industry and culture of traditional Chinese medicine in the autonomous region. Article 6 The development of traditional Chinese medicine should follow the principle of paying equal attention to both Chinese and western medicine, and adhere to the principles of protection, support and development. Seventh people's governments at or above the county level shall commend and reward the units and individuals that have made outstanding contributions to the development of Chinese medicine. Article 8 Departments of health, education, culture and tourism, science and technology, radio and television, Chinese medicine institutions, trade associations, societies and other organizations shall publicize Chinese medicine through various channels to expand its influence at home and abroad.

During the World Traditional Medicine Day of 654381October 22nd every year, the autonomous region should focus on promoting Chinese medicine. Chapter II Safeguarding and Promoting Article 9 People's governments at or above the county level shall strengthen their leadership over the work of traditional Chinese medicine, establish a coordination mechanism for the work of traditional Chinese medicine, study and solve problems in the development of traditional Chinese medicine, and supervise and inspect the implementation of the work of traditional Chinese medicine. Tenth people's governments at or above the county level shall strengthen the construction of traditional Chinese medicine management institutions, straighten out the management system, and equip management personnel specializing in traditional Chinese medicine. Eleventh people's governments at or above the county level shall formulate and implement policies to support the development of traditional Chinese medicine. The relevant departments shall solicit the opinions of the competent departments of traditional Chinese medicine at the same level when formulating policies involving traditional Chinese medicine. Twelfth people's governments at or above the county level shall provide financial guarantee for the development of Chinese medicine, and implement a separate financial budget for the cause funds, which will increase year by year; Set up special funds for Chinese medicine to support key construction projects such as medical treatment, education, scientific research and development of Chinese medicine. Thirteenth people's governments at or above the county level shall establish a compensation mechanism for public medical institutions of traditional Chinese medicine and formulate compensation measures for special medical services of public medical institutions of traditional Chinese medicine. Fourteenth non-profit medical institutions of traditional Chinese medicine in accordance with the relevant provisions of the state and the autonomous region, enjoy tax, financial subsidies, land, water, electricity, gas, heat and other policies, and accept supervision and management according to law. Fifteenth the implementation of government-guided prices of traditional Chinese medicine medical service price standards, by the autonomous region medical security administrative department in conjunction with the autonomous region in charge of traditional Chinese medicine.

The price standard of TCM medical service should reflect the characteristics of TCM medical service, and reflect the cost and professional technical value of TCM medical service. Article 16 People's governments at or above the county level shall promote the integrated development of Chinese medicine and rehabilitation, preventive health care and old-age care services, support the cooperation between Chinese medicine medical institutions and rehabilitation and old-age care institutions, set up Chinese medicine diagnosis and treatment service places, and provide Chinese medicine services for rehabilitation personnel and the elderly. Seventeenth people's governments at or above the county level shall incorporate Chinese medicine services into the public health service system, and give full play to the role of Chinese medicine in disease prevention and control, responding to public health emergencies and basic medical services. Article 18 The administrative department of medical security of the people's government at or above the county level shall, in accordance with the relevant provisions of the state, include qualified medical institutions of traditional Chinese medicine into the scope of designated medical institutions of basic medical insurance.

Relevant departments and units shall treat Chinese medical institutions equally according to the basic requirements of technical equipment when determining designated medical institutions such as commercial insurance, accidental injury treatment, public health emergencies, physical examination, disability and retirement appraisal. Nineteenth medical institutions of traditional Chinese medicine should adhere to the mode of running schools and service functions based on traditional Chinese medicine, screen the dominant diseases of traditional Chinese medicine, and build a specialty of traditional Chinese medicine.

The administrative department of medical security of the autonomous region shall include the eligible TCM diagnosis and treatment items, Chinese herbal pieces, Chinese patent medicines and Chinese medicinal preparations in the basic medical insurance payment scope of the autonomous region.

Chinese medicine should be given priority in determining the list and categories of essential drugs and basic medical insurance drugs. Twentieth to encourage domestic and foreign organizations and individuals to support the development of Chinese medicine through donations, investment, technical cooperation and other means. Twenty-first special funds for traditional Chinese medicine shall be earmarked, and shall not be misappropriated or withheld, and shall be subject to the supervision of the financial and auditing departments.
