Chapter I General Provisions Article 1 In order to strengthen the management of kitchen waste, maintain the city appearance and environmental sanitation, and safeguard public health, these measures are formulated in accordance with the provisions of relevant laws, regulations and rules and in light of the actual situation of this Municipality. Article 2 These Measures shall apply to the generation, collection, transportation, disposal and related management activities of kitchen waste within the urban area of this Municipality (excluding Shuangyang District and Jiutai District). Article 3 The term "kitchen waste" as mentioned in these Measures refers to food, food residues, food raw materials, edible oils and fats, etc. , refers to the food processing, catering services, unit meals and other activities outside the daily life of residents. Fourth city appearance and environmental sanitation department is responsible for the management of kitchen waste in this city.

The district city appearance and environmental sanitation department is responsible for the management of kitchen waste within its jurisdiction according to the division of responsibilities.

Municipal solid waste management agencies entrusted by the municipal competent department of city appearance and environmental sanitation, specifically responsible for the supervision and management of kitchen waste. Article 5 The Municipal People's Government shall establish a coordination mechanism for the management of kitchen waste, and study and solve major problems in the management of kitchen waste. Sixth city appearance and environmental sanitation departments in conjunction with relevant departments, according to the national economic and social development plan, the overall urban planning, the preparation of environmental sanitation special planning.

The special plan for environmental sanitation shall include the contents of the treatment of kitchen waste, and make overall arrangements for the layout, land use and scale of facilities for the collection, transportation and disposal of kitchen waste, and shall be included in the detailed control plan. Article 7 The treatment of kitchen waste shall follow the principles of reduction, recycling and harmlessness.

Advocate the listing of clean vegetables, improve processing technology, save meals and reduce the amount of kitchen waste.

Encourage kitchen waste disposal units to adopt new processes, new technologies and new ways that meet the technical standards of environmental protection for deep processing of kitchen waste, so as to improve the level of resource utilization and harmless treatment of kitchen waste. Chapter II Production Article 8 Units and individuals engaged in food processing, catering services and unit catering (hereinafter referred to as kitchen waste producers) shall abide by the following provisions:

(1) Signing a service agreement for the collection and transportation of kitchen waste with the unit that has obtained the license for the collection and transportation of kitchen waste, and stipulating the time, place and frequency of collection and transportation;

(two) set up and use special kitchen waste collection containers, and keep the appearance clean;

(three) separate storage of waste edible oils and fats;

(4) Other provisions of laws, regulations and rules. Ninth kitchen waste producers should pay the kitchen waste disposal fee in accordance with the provisions.

The kitchen waste disposal fee shall be included in the charging system of urban domestic waste disposal fee, and the specific charging standard shall be determined by the competent price department according to the relevant provisions. Article 10 Where kitchen waste producers produce oil and water in food processing, catering service, unit feeding and other activities, they shall install oil-water separation tanks, oil-water separators and other facilities in accordance with regulations. The producer of kitchen waste can choose to sign a special collection and transportation service agreement for waste edible oil with the unit that has obtained the collection and transportation license of kitchen waste. Eleventh kitchen waste producers shall not carry out the following acts:

(a) providing kitchen waste to units or individuals that have not obtained the license for the collection and transportation of kitchen waste;

(2) Place kitchen waste collection containers outside the store;

(3) Dumping or discharging kitchen waste at will;

(4) Mixing other garbage into kitchen garbage;

(five) the kitchen waste without high temperature treatment is used as feed for livestock and poultry;

(six) other acts prohibited by laws, regulations and rules. Chapter III Collection and Transportation Article 12 The municipal competent department of city appearance and environmental sanitation shall determine the collection and transportation unit of kitchen waste through fair competition such as bidding, and issue licenses according to law.

Units and individuals without permission shall not engage in the collection and transportation of kitchen waste without authorization. Article 13 The municipal competent department of city appearance and environmental sanitation shall sign a service agreement for the collection and transportation of kitchen waste (hereinafter referred to as the collection and transportation service agreement) with the unit that has obtained the license for the collection and transportation of kitchen waste.

The collection and transportation service agreement shall stipulate the service scope, service period, service standard, service fee, destination of kitchen waste, withdrawal mechanism and liability for breach of contract of the collection and transportation unit. Fourteenth kitchen waste collection and transportation vehicles shall meet the following conditions:

(1) Having a road transport business license and a vehicle driving license;

(two) in accordance with the provisions of the spray body color, vehicle logo;

(3) It has a fully enclosed automatic unloading device;

(four) the installation of a complete loading and unloading metering system, driving recorder or satellite positioning device;

(five) other conditions stipulated by laws, regulations and rules. Fifteenth kitchen waste collection and transportation units shall regularly carry out training to improve the quality of collection and transportation services.

The collection and transportation personnel shall standardize the operation, take the initiative to show their work certificates to the kitchen waste producers, and truthfully fill in the collection and transportation vouchers. Sixteenth kitchen waste collection and transportation units shall comply with the following provisions:

(a) signed a collection and transportation service agreement with the kitchen waste producers, and submitted to the municipal competent department of city appearance and environmental sanitation as required;

(2) Collecting and transporting kitchen waste at the agreed time, place and frequency;

(3) Abide by the standards and norms of environmental sanitation operation, collect and transport kitchen waste by classification, reset the kitchen waste collection container in time after collection, clean up the operation site, and transport the kitchen waste to the designated kitchen waste disposal site;

(four) to keep the kitchen waste transport vehicles in good condition and clean;

(5) establish a ledger for the collection and transportation of kitchen waste, truthfully record the source, type, quantity and disposal unit of kitchen waste, and regularly submit it to the municipal competent department of city appearance and environmental sanitation;

(six) the preparation of kitchen waste collection and transportation emergency plan;

(seven) other provisions of laws, regulations and rules.
