Do I have to pay health insurance in Japan?

International students have to spend 8,000 yen a year to get a national insurance, which is not too expensive. Don't do it when it's done. In case you get sick one day, the medical expenses will be expensive. If you buy insurance, you can only get 30%. Why not?
