Provisions on the administration of food safety and nutrition and hygiene in kindergartens

Kindergarten food safety and nutrition and hygiene management regulations are as follows:

1. In order to ensure the food safety, nutrition and health of students and staff in centralized dining in schools and strengthen supervision and management, these Provisions are formulated in accordance with the Food Safety Law of People's Republic of China (PRC) (hereinafter referred to as the Food Safety Law), the Education Law of the People's Republic of China and the Implementation Regulations of the Food Safety Law of People's Republic of China (PRC).

2, the implementation of all kinds of education schools and kindergartens (hereinafter referred to as schools) centralized dining food safety and nutrition and hygiene management, these Provisions shall apply. The term "centralized dining" as mentioned in these Provisions refers to the act of providing food to students and faculty in the form of feeding or outsourcing food (including ordering food from feeding units).

3. Centralized dining in schools shall be based on the principles of prevention first, whole-process monitoring, territorial management and school implementation, and a working mechanism shall be established in which education, food safety supervision and management, health and other departments are responsible for division of labor.

4. Centralized dining in schools should adhere to the principles of public welfare and convenience, and improve the school food safety risk prevention and control system around key links such as procurement, storage, processing, distribution and meal supply to ensure food safety and promote nutrition and health.

5, the school should be in accordance with the provisions of food safety laws and regulations and the requirements of healthy China strategy, establish and improve the relevant system, the implementation of campus food safety responsibility, to carry out food safety and nutrition health publicity and education.

6. The local people's governments at or above the county level shall lead, organize and coordinate the supervision and management of school food safety and the response to sudden food safety accidents according to law, and incorporate school food safety into the local emergency plan for food safety accidents and the construction of school safety risk prevention and control system.

7. The education department shall guide and urge the school to establish and improve the management system related to food safety, nutrition and health, and regard the management of food safety, nutrition and health in the school as an important part of the school's performance of safety risk prevention and control duties and promotion of health education, and strengthen the assessment; Guide and supervise schools to strengthen food safety education and daily management, reduce food safety risks, eliminate hidden dangers of food safety in time, improve the level of nutrition and health, and actively assist relevant departments in their work.

8. The food safety supervision and management department shall strengthen the food safety supervision and management of centralized feeding in schools, and investigate and deal with food safety violations involving schools according to law; Establish a credit file for food safety in school canteens, and inform the education department of relevant information on food safety in schools in a timely manner; Conduct spot checks on food safety management personnel in school canteens to guide schools to do a good job in food safety management and publicity and education; In conjunction with relevant departments to carry out the investigation and handling of food safety accidents in schools according to law.

9. The competent health department shall organize the monitoring of food safety risks and nutrition health on campus, provide nutrition guidance for schools, advocate the concept of healthy eating, and carry out the training of nutrition and health professionals to meet the needs of schools; Guide schools to carry out food-borne disease prevention and nutrition and health education, and carry out relevant epidemic prevention and control work according to law; Organize medical institutions to treat people who have suffered personal injuries due to school food safety accidents.

10, regional primary and secondary school medical and health institutions, maternal and child health care institutions, and disease prevention and control institutions shall, according to their responsibilities or the requirements of relevant competent departments, organize and carry out monitoring, technical training and business guidance on food safety and nutrition health in schools in their own areas. Encourage qualified areas to set up professional guidance institutions for students' nutrition and health, and guide schools to carry out activities related to students' nutrition and health according to the relevant provisions of dietary nutrition guidelines and health education for students of different ages, and guide reasonable meals.

The food safety supervision and management department shall take the school campus and its surroundings as the focus of supervision and inspection, and regularly inspect the school canteens, food suppliers and food operators in and around the campus; Every semester, in conjunction with the education department, carry out special inspections on food safety in schools within their respective administrative areas, and urge and guide schools to implement food safety responsibilities.

12, the principal (director) is responsible for school food safety. Schools should regard food safety as an important part of school safety work, establish and implement relevant food safety management systems and work requirements, and regularly organize food safety hidden dangers investigation.

13. Primary and secondary schools and kindergartens should establish a centralized meal-accompanying system. Each meal should be accompanied by the relevant person in charge of the school and students, and the meal-accompanying records should be made to find and solve problems in the process of centralized meals in time. Conditional primary and secondary schools and kindergartens should establish a system of parents accompanying meals, improve the corresponding working mechanism, and conduct timely research and feedback on the opinions and suggestions put forward by parents accompanying meals in school food safety and nutrition and health.

14, the school should be equipped with full-time food safety management personnel and nutrition and health management personnel, establish and implement the centralized dining post responsibility system, and clarify the responsibilities related to food safety and nutrition and health management.

15, school staff related to food safety and nutrition and health management should receive regular training and assessment according to relevant requirements, and learn relevant professional knowledge such as laws, regulations, rules and standards related to food safety and nutrition and health.
