Apply for a health code display master card for the elderly

With the rapid growth of the elderly population in China, many elderly people cannot access the Internet and use smart phones, so they encounter inconvenience in daily travel, medical treatment, consumption and other scenes, and cannot fully enjoy the convenience brought by intelligent services. The problem of "digital divide" faced by the elderly is increasingly prominent.

165438+1October 26th, at the routine briefing of the State Council policy on "Implementation Plan for Effectively Solving the Difficulties of the Elderly in Using Intelligent Technology", Wang Haidong, Director of the Department of Aging and Health of National Health Commission, said that we must never let an elderly person be unable to register, see a doctor or handle affairs because of the application of intelligent technology. We should fully protect their legitimate rights and interests and effectively enhance their sense of happiness, acquisition and security.

The "health code" cannot be used as the only proof of travel. For the elderly who don't use or can't use smart phones, it is necessary to replace the "health code" check with other methods.

The Health Law has played an important role in preventing and controlling this epidemic. Relying on relevant platforms, the information sharing of epidemic prevention and control was realized, and the results of nucleic acid and antibody detection were included in the "health code", realizing "one code communication". However, the large-scale application of this method has also brought inconvenience to the elderly who cannot use health codes.

National Health Commission has repeatedly issued a document stressing that "health code" cannot be used as the only proof of travel, and this means should be combined with online and offline to facilitate people's travel.

The National Health Planning Commission encourages qualified places to open "no health code channels" for the elderly. In the next step, the National Health and Health Commission will coordinate with various departments and strive to integrate the "health code" with certificates such as bus cards, citizen cards and old-age cards through technical means as vouchers to replace the "health code" and maximize the convenience for the elderly to travel.

It is understood that the "Implementation Plan" puts forward 20 specific measures for seven types of high-frequency problems and service scenarios involving travel, medical treatment, consumption, entertainment and work in the daily life of the elderly. Among them, the first article mentions to do a good job in the service guarantee for the elderly in emergency, improve the management of "health code" and facilitate the passage of the elderly.

With the rapid development of information technology, many medical and health institutions use intelligent technology to provide patients with services such as registration, payment and printing examination results. It should be said that this greatly facilitates the majority of patients to see a doctor, improves the convenience, and also improves the efficiency and quality of service. But at the same time, it also brings a lot of troubles and difficulties to some elderly patients who can't use or use intelligent technology. National Health Commission attaches great importance to the problem of seeking medical treatment for the elderly, especially the difficulties and problems encountered in the face of intelligent technology.

First, adhere to the "two-legged" principle of traditional service mode and innovative service mode, and require medical and health institutions to retain the traditional service mode while using intelligent technology.

The second is to unblock the channels for family members, relatives and friends or family doctors to register elderly patients. We must keep this channel open.

The third is to keep the manual service window. On-site registration, payment, printing inspection results and other services, we must keep the manual service window, which is a familiar service method for the elderly. At the same time, doctors, volunteers and social workers should come to serve the elderly.

The fourth is to further simplify intelligent technologies such as online appointment registration and online consultation to meet the needs of the elderly. At the same time, through the connection between the online service of the Internet and the intelligent terminal of the hospital, we will strengthen this connection to make it more suitable for the elderly, and also provide voice consultation and guidance services to make it as convenient as possible for the elderly to see a doctor.

Wang Haidong said that in the next step, two tasks should be carried out: First, the activities of establishing elderly-friendly medical institutions should be carried out throughout the country, and the friendly management, service, culture and environment of medical institutions should be promoted to facilitate the elderly to see a doctor. This is the unshirkable task of our health system. The second is to give full play to the functions of the National Office for Ageing. The National Office for Ageing is located in the National Health and Wellness Committee. Next, we will carry out the action of helping the elderly with wisdom. By adopting a series of measures, establishing mechanisms, strengthening training and publicity, the elderly can use and make good use of intelligent technology, and fully protect their legitimate rights and interests under the background of the rapid development of intelligent society and intelligent technology.
