In areas with schistosomiasis control tasks (hereinafter referred to as schistosomiasis control areas), the competent departments of health, agriculture or veterinary, water conservancy, forestry and other local people's governments at or above the county level shall be responsible for the prevention and control of schistosomiasis and its supervision and management within their respective administrative areas in accordance with their functions and duties as prescribed in these Regulations. Article 4 The local people's governments at or above the county level in schistosomiasis control areas shall exercise unified leadership over the prevention and control of schistosomiasis within their respective administrative areas; According to the national plan for the prevention and control of schistosomiasis, formulate the plan for the prevention and control of schistosomiasis in this administrative region and organize its implementation; Establish and improve the coordination mechanism and responsibility system for schistosomiasis prevention and control, and comprehensively coordinate, assess and supervise the schistosomiasis prevention and control work undertaken by relevant departments. Article 5 Villagers' committees and residents' committees in schistosomiasis prevention and control areas shall assist local people's governments at all levels and their relevant departments to carry out publicity and education on schistosomiasis prevention and control, and organize villagers and residents to participate in schistosomiasis prevention and control. Article 6 The state encourages villagers and residents in schistosomiasis control areas to actively participate in activities related to schistosomiasis control; Encourage the Communist Youth League and other social organizations to mobilize young members to actively participate in activities related to schistosomiasis prevention and control.
The local people's governments at all levels and their relevant departments in schistosomiasis control areas should improve relevant systems to facilitate units and individuals to participate in activities such as publicity, education and donation for schistosomiasis control. Seventh relevant departments of the State Council, local people's governments at or above the county level in schistosomiasis control areas and their relevant departments shall commend or reward units and individuals that have made remarkable achievements in schistosomiasis control. Chapter II Prevention Article 8 Schistosomiasis control areas are divided into key control areas and general control areas according to schistosomiasis control standards. The specific measures shall be formulated by the administrative department of health of the State Council in conjunction with the administrative department of agriculture of the State Council. Ninth local people's governments at or above the county level in schistosomiasis control areas and their relevant departments shall organize various news media to carry out publicity and education on public welfare schistosomiasis control. All kinds of news media should carry out publicity and education on schistosomiasis prevention and control for public welfare.
The education departments of local people's governments at or above the county level in schistosomiasis control areas shall organize schools at all levels to carry out schistosomiasis control knowledge education for students. Schools at all levels and types should educate students about schistosomiasis prevention and control.
Organs, organizations, enterprises, institutions and individual economic organizations in schistosomiasis control areas shall organize their own personnel to learn schistosomiasis control knowledge. Article 10 Local people's governments located in schistosomiasis control areas in the same river system or in the same relatively independent geographical environment shall carry out joint prevention and control of schistosomiasis, and organize relevant departments and institutions to implement the following schistosomiasis control measures at the same time:
(a) to take engineering measures related to the prevention and control of schistosomiasis in agriculture, veterinary medicine, water conservancy and forestry projects;
(2) Screening, treatment and management of human and livestock schistosomiasis;
(three) to carry out epidemiological investigation and epidemic monitoring;
(4) Investigate the distribution of Oncomelania hupensis and implement drug snail control;
(five) to prevent the feces without harmless treatment from directly entering the water body;
(6) Other prevention and control measures. Eleventh people's governments at the county level in schistosomiasis control areas shall formulate plans for joint prevention and control of schistosomiasis in their respective administrative areas, and organize township (town) people's governments to implement them simultaneously.
Where two or more counties, cities not divided into districts, municipal districts or two or more cities divided into districts in schistosomiasis control areas need to implement schistosomiasis control measures at the same time, the people's government at the next higher level shall formulate plans for joint prevention and control of schistosomiasis and organize their implementation.
Where two or more provinces, autonomous regions and municipalities directly under the Central Government need to implement schistosomiasis control measures at the same time, the people's governments of the relevant provinces, autonomous regions and municipalities directly under the Central Government shall jointly formulate a joint prevention and control plan for schistosomiasis, and report it to the health and agriculture authorities in the State Council for the record, and the people's governments of the provinces, autonomous regions and municipalities directly under the Central Government shall organize the implementation. Twelfth in the schistosomiasis control area, the implementation of agricultural, veterinary, water conservancy, forestry and other engineering projects and the prevention and control of human and animal schistosomiasis should meet the requirements of the relevant technical specifications for schistosomiasis control. The competent departments of health, agriculture, water conservancy and forestry in the State Council formulated relevant technical specifications for schistosomiasis control. Thirteenth local people's governments at or above the county level in key schistosomiasis control areas shall set up points for distributing basic anti-schistosomiasis drugs at the anchorage of fishing boats; According to the harmless requirements and technical specifications for schistosomiasis control, build public toilets; Promote the installation and use of feces collection containers on fishing boats and water transport vehicles, and take measures to collect feces in a centralized and harmless way.
