The Pilot Work Plan for Equalization of Basic Public Health and Family Planning Services for Floating Population in Chengdu, jointly issued by Chengdu Population and Family Planning Commission, Health Bureau, Finance Bureau, Human Resources and Social Security Bureau, Construction Committee and Municipal Government Office, is based on the practical experience of Chengdu in promoting equalization of basic public health and family planning services in recent years, further extending the basic public health and family planning services for floating population and gradually establishing comprehensive coverage in line with market conditions.
According to the "Program", Chengdu will establish a unified and standardized health record for the floating population living in its jurisdiction for more than six months. Relying on health records, health, family planning, human society and other departments will apply information sharing mechanism to jointly carry out basic public services such as health education of floating population, prevention and control of infectious diseases of floating population, and health care management of floating pregnant women and children.
Chengdu will also focus on strengthening the vaccination of migrant children, establishing special vaccination files for migrant children aged 0-6 who have lived in the municipal area for more than three months, and establishing cards, certificates and vaccinations for migrant school-age children in time. At the same time, we will focus on "leak detection and replanting" activities every year, carry out supplementary immunization, group vaccination and emergency vaccination of vaccines such as hepatitis B, measles and polio, and strictly implement management measures such as checking vaccination certificates for migrant children in the park.
In addition, Chengdu will also invest special funds, manpower and material resources to provide a number of basic public health and family planning services for the floating population free of charge. For example, strengthen the monitoring of infectious diseases among floating population, implement the policy of free treatment of AIDS and tuberculosis among floating population, and provide services such as contraceptives, prenatal consultation and guidance, prenatal eugenics examination, risk assessment and family visits for floating newborns.
