From 20 13 to 12, the former National Health and Family Planning Commission and state administration of traditional chinese medicine jointly issued the Notice on Printing and Distributing Nine Prohibitions on Strengthening the Construction of Medical and Health Work Style (hereinafter referred to as "Nine Prohibitions"), which played a positive guiding role in strengthening the construction of medical and health work style, implementing industry discipline and resolutely correcting behaviors that harmed the interests of the people in the medical and health field. In recent years, the CPC Central Committee and the State Council have put forward a series of new requirements for strengthening the work style construction of the medical and health industry.
In order to further enhance the sense of responsibility, mission and honor of the staff of medical institutions, standardize the practice behavior, carry forward the professionalism of medical and health personnel in the new era, guide the formation of a clean and honest industry environment, and ensure the high-quality development of medical and health undertakings, the National Health and Wellness Commission, the National Medical Insurance Bureau and the state administration of traditional chinese medicine jointly formulated and issued the "Nine Guidelines for the Integrity of Staff of Medical Institutions" on the basis of the "Nine Prohibitions".
Second, the scope of application of the "Nine Standards"
The "Nine Criteria" apply to the staff in medical institutions, including but not limited to health professionals, managers, logistics personnel and other social employees who provide services in medical institutions and accept the management of medical institutions.
Three, the main content of the "nine standards"
The "nine guidelines" adhere to the parallel of positive advocacy and negative warning. It is the basic normative document of all staff in medical institutions, and it is the concrete embodiment of industry ethics, practice norms and mass demands. It embodies the industry management requirements of "who is in charge and who is responsible" and "management industry must manage ethics", and draws a basic bottom line for the majority of medical staff.
The nine criteria all require promotion first, and then list the prohibited behaviors. Specifically: legal remuneration according to work, not accepting commercial commission. Strictly abide by the principle of good faith and do not participate in insurance fraud. Practice medicine according to the standard, and do not make excessive diagnosis and treatment. Abide by the work rules and accept donations in violation of regulations. Abide by the confidentiality guidelines and do not reveal the privacy of patients. Obeying the needs of diagnosis and treatment is not beneficial to refer patients. The "Nine Standards" takes whether the behavior of staff in medical institutions seeks personal interests as the evaluation standard, and explains the specific performance and connotation of prohibited behavior. The "Nine Standards" emphasize the main responsibility of ethics management in medical and health institutions and the supervision responsibility of health departments at all levels. In particular, the accountability of the heads of administrative departments and medical and health institutions who do not implement the nine standards is emphasized, which reflects the connection between discipline and law and enhances the effectiveness of policies.
