The relevant administrative departments of health, public security, industry and commerce at all levels shall, according to their respective responsibilities, manage swimming places. Article 5 An artificial swimming place shall meet the following conditions:
(1) The water quality meets the standards and requirements set by the state;
(2) Necessary facilities such as changing clothes, shower and toilet;
(three) there are supporting circulating water disinfection equipment;
(four) the pool water level illumination is not less than 80 lux, and equipped with necessary emergency lighting equipment;
(five) there are obvious signs or isolation devices in the deep and shallow waters, and the water depth in the shallow waters does not exceed 1.5 meters, and there are obvious pond water depth signs in each area;
(six) every 250 square meters of water is equipped with 1 rescue observation station;
(seven) every 250 square meters of water is equipped with an escalator, and the swimming pool with a small area should have at least two escalators;
(8) Having an ambulance room, equipped with necessary life-saving equipment such as lifebuoys, life-saving poles, life-saving ropes and first-aid boxes, as well as medicines and ambulance personnel;
(nine) with broadcasting facilities, warning signs and billboards containing management planning and other necessary matters. Article 6 A natural swimming place shall meet the following conditions:
(1) The water quality meets the standards and requirements set by the state;
(2) Set buoys that meet the identification requirements in the waters and the edges of swimming areas, and set signs and safety nets for dangerous areas in seawater swimming pools;
(3) Having a monitoring (command) station, communication and broadcasting facilities capable of observing the whole audience, and a bulletin board containing management planning and other necessary matters;
(four) equipped with life-saving equipment, medicines and rescue personnel suitable for swimming places. Article 7 The establishment of swimming places shall be approved by the local sports administrative department. Article 8 A swimming place shall strictly implement the laws, regulations and rules on public health, public security, industrial and commercial management, and establish and improve the work responsibility system of the person in charge of the management institution and the personnel in each post, as well as various health and safety management systems. Ninth swimming places should establish and improve the water rescue system, equipped with qualified water lifeguards. Water lifeguards in artificial swimming places are equipped with a per capita water area of 250 square meters, and those in natural swimming places are equipped with a per capita water area of 2500 square meters. Article 10 Lifeguards and amateur swimming coaches employed by swimming places shall take the qualification examination organized by the sports administrative department and obtain relevant qualification certificates.
The staff of swimming places shall undergo health examination before taking up their posts, and those who suffer from infectious diseases after examination shall not engage in the work of directly serving swimmers. Article 11 The staff of swimming places shall conscientiously perform their duties, maintain public order in swimming places, protect the health and safety of swimmers, discourage and stop all kinds of illegal acts, and prevent the spread of diseases, public security disasters and drowning accidents. Twelfth swimming place management agencies and their staff shall, in accordance with the hygiene standards of public places, do a good job in disinfection and decontamination of pool water and strictly control the discharge of disinfection chemicals. Thirteenth swimming places should control the number of swimmers according to the size of the water area. The per capita water area of artificial swimming places is not less than 2.5 square meters, and the per capita water area of natural swimming places is not less than 4 square meters. Fourteenth natural swimming pool climate and other environmental conditions may be abnormal, early warning measures should be taken to ensure the safety of swimmers. Fifteenth swimming places are not allowed to rent swimsuits or sell alcoholic drinks to swimmers. Sixteenth swimming places should establish an accident handling and death reporting system. In case of drowning or other accidents, the swimming place shall implement emergency rescue; A drowning accident shall be reported to the local sports administrative department and the public security organ within 24 hours, and the drowning accident report shall be filled in. Seventeenth swimmers in any of the following circumstances, shall not enter the swimming place:
(a) minors under the age of fourteen are not accompanied by adults;
(two) suffering from sexually transmitted diseases, acute conjunctivitis, infectious skin diseases and other infectious diseases;
(3) mental patients;
(4) Drunken persons;
(5) People with hypertension, heart disease and other diseases are not suitable for swimming exercise;
(six) carrying firearms, ammunition, inflammable and explosive dangerous goods, controlled knives and other items that directly endanger personal health and safety.
Swimming places shall inform swimmers of the matters listed in the preceding paragraph by billboards or other forms, and shall persuade them if they know that they have the circumstances in Item (5), and shall prevent them from entering swimming places if they have the circumstances in Items (1), (2), (3), (4) and (6).
Those who are not suitable for swimming in deep water areas are not allowed to enter deep water areas.
