The resident health card cannot be used as a social security card. Residents' health cards are mainly used for residents' identification, basic health information storage, cross-regional and inter-institutional medical treatment, expense settlement and financial services in medical and health service activities. The resident health card will integrate the social security card, the new rural cooperative medical system card and the medical institution card to record all the medical information of a person from birth to death.

The process of handling resident health cards is as follows:

1. With my original second-generation or third-generation ID card, I can handle it at the networking institution designated by the district and county health bureau where the resident health card is issued;

2. Applicants under the age of 16 must have a legal guardian with an original valid ID card, a photo of the applicant, a household registration book or other valid relationship certificates. 3. The production of residents' health cards is organized by the provincial health administrative department. According to the actual situation of this province (autonomous regions and municipalities), the administrative department of health within its jurisdiction is authorized to organize the implementation and report to the Ministry of Health for the record.
