It is applicable to all kinds of personnel, dispatched personnel and employers who left Guangdong for business, labor, study abroad, travel and visiting relatives during the COVID-19 epidemic.

Official visits of party and government organs, institutions (including universities) and state-owned enterprises in Guangdong Province shall be handled in accordance with relevant provincial regulations.

It is required to strengthen health examination and declaration. Dispatching and using units should pay attention to the strict health examination of overseas personnel and make necessary investigations on the health status of their families.

If you have fever, dry cough or have lived in key areas in China, you should stay at home or concentrate on isolation in strict accordance with relevant regulations to ensure your health before you can arrange to leave the country. According to the situation of countries with serious epidemic situation, make careful arrangements for exit personnel.

Before leaving the country, people going abroad in our province should know the epidemic situation in COVID-19 and the prevention and control policies and measures involving foreigners, especially foreigners from China. Pay close attention to the relevant departments in China and Guangdong Province, and take relevant management measures for those who have a history of travel and residence in countries and regions with serious epidemics, so as to avoid problems in entry and exit management, affecting the itinerary and causing unnecessary losses.

Overseas personnel should actively cooperate with relevant administrative departments to do a good job in epidemic prevention and control and safety inspection when leaving the country. Declare my health and other relevant information truthfully when entering the country, and abide by the local epidemic prevention and control regulations.

Outbound personnel and their families shall conduct health risk assessment.

All labor dispatch units are required to conduct health risk assessment for domestic and overseas personnel and their families in accordance with the regulations of the State Council. Combined with the evaluation results, take corresponding measures.

If I or my family members have lived in Hubei Province or other high-and medium-risk areas with particularly serious epidemic situation in recent 14 days, they should truthfully and timely report to the dispatched labor service units, local health departments and communities, and conduct isolated observation in strict accordance with the requirements. If my family or I have respiratory symptoms such as fever and dry cough in the last 14 days, I need to see a doctor as soon as possible, and then I will arrange to leave the country after the possibility of COVID-19 is definitely ruled out and the symptoms disappear completely.

The dispatched personnel, employers and individual citizens in our province should keep abreast of the changes in the national epidemic prevention and control policies, and carefully arrange personnel to visit and travel abroad.

Before leaving the country, overseas personnel must go through the "push-to-talk entry and exit information" procedure of the State Administration for Exit-Entry, or log on to the websites of the visiting governments and local embassies and consulates in China, and check the local government's epidemic situation report in time, especially the latest restrictions on foreigners, so as to avoid China citizens being refused entry upon entry or being forced to be isolated immediately after entry because they are unaware of the prevention and control measures.

Don't argue with others because of the epidemic.

According to the guidelines, overseas personnel should plan the route reasonably and prepare relevant health certificates and personal protective equipment after meeting the exit health requirements.

When overseas personnel return to Guangdong after completing relevant activities, they must truthfully fill in the health card at the time of entry, and cooperate with the entry quarantine work in accordance with the relevant provisions on the prevention and control of epidemic situation abroad in our province.

For the abnormal situation after leaving the country, the Guidelines require all dispatched employers to establish a rapid response mechanism for overseas epidemic emergencies, strengthen the epidemic prevention and control work of dispatched personnel, especially those dispatched by overseas enterprises, do a good job in service guarantee such as reminders, and improve the risk prevention awareness of dispatched personnel.

At the same time, strengthen the health monitoring of dispatched and resident personnel, track the daily activities and physical conditions of overseas personnel, and deal with symptoms in time to ensure their personal health and safety.

In case of fever, dry cough and other suspicious symptoms or contact with infected persons, actions should be taken according to the local COVID-19 epidemic prevention and control requirements, and the dispatching unit and the employing unit should be informed in time so as to carry out investigation and handling as soon as possible. The local employing unit shall arrange medical treatment and follow-up as soon as possible, and report the isolated observation and diagnosis to the dispatching unit and the local embassy or consulate of China in time.

COVID-19 guidelines for the prevention and control of overseas personnel

I. Scope of application

These Guidelines are applicable to all kinds of personnel, dispatched personnel and employers who left Guangdong for business, labor, study abroad, travel and visiting relatives during the COVID-19 epidemic. Official visits of party and government organs, institutions (including universities) and state-owned enterprises in Guangdong Province shall be handled in accordance with relevant provincial regulations.

Two. General requirements and basic principles

Overseas personnel and their dispatched personnel and employers should properly handle the relationship between epidemic prevention and control and overseas activities, implement various prevention and control measures in line with the principles of legality, safety, rationality and moderation, strictly prevent the epidemic from being exported overseas, and prudently visit countries and regions with serious epidemics to prevent the epidemic from being imported from abroad.

According to the requirements of the Guidelines ([Joint Prevention and Control Mechanism] No.28), the Notice of the Joint Prevention and Control Mechanism of the State Council on Prevention and Control of COVID-19 Epidemic in accordance with the law, and the Guidelines on Prevention and Control of COVID-19 for Overseas Personnel, the prevention and control measures for overseas personnel in COVID-19 shall be implemented in accordance with the principles of "compliance with laws, territorial management and careful exit".

Three. Division of responsibilities

All kinds of overseas personnel bear the main responsibility for epidemic prevention and control, and the dispatching and employing units bear the supervision responsibility. The local health department in this province is responsible for providing technical guidance on protection.

Four. Main measures

(1) health examination declaration.

Labor dispatching and employing units should pay attention to the strict health examination of labor dispatching personnel.

When leaving the country, overseas personnel should actively cooperate with the epidemic prevention and control and safety inspection work of relevant port management departments such as airports, docks and stations, consciously obey the guidance and management of on-site staff, and go through customs clearance inspection procedures according to regulations. Declare my health and other relevant information truthfully when entering the country, and abide by the local epidemic prevention and control regulations.

(2) management measures before leaving the country.

1. Health risk assessment.

The dispatched employer shall conduct health risk assessment for domestic and overseas personnel and their families in accordance with the requirements of the Notice of the State Council on Establishing Joint Prevention and Control Mechanism in novel coronavirus to Scientifically and Accurately Prevent and Control COVID-19 Epidemic according to Law and the Technical Plan for Personnel Health Management (No.28 Joint Prevention and Control Mechanism, which can be downloaded from the website of the National Health and Wellness Commission).

2. Personnel health classification management.

Take corresponding measures according to the health risk assessment results of overseas personnel and their families.

(1) If I or my family have lived in Hubei Province or other high-risk and medium-risk areas with particularly serious epidemic situation in recent 14 days, I shall truthfully and timely report to the dispatched units, local health departments and communities, and conduct isolated observation in strict accordance with the requirements. Leave the country after confirming health.

(2) If you or your family have respiratory symptoms such as fever and dry cough in the last 14 days, you should seek medical attention as soon as possible. After the possibility of COVID-19 has been definitely ruled out and the symptoms have completely disappeared, you can arrange to leave the country.

3. Pay close attention to the epidemic prevention and control policies of destination countries.

Dispatchers, employers and individual citizens of our province should keep abreast of changes in national epidemic prevention and control policies and carefully arrange visits and trips abroad. Before leaving the country, overseas personnel must go through the "one-click" procedure of the National Immigration Bureau () in advance, or log on to the websites of the visiting governments and Chinese embassies and consulates in the local area to inquire about the latest epidemic restriction measures of the local governments, especially foreigners, so as to prevent our personnel from being refused entry or being forced to be isolated immediately after entering the country, which will bring a lot of trouble or inconvenience to our staff's official activities. According to the learned policies, adjust the travel plan in time or make necessary preparations.

Personal protective measures.

After meeting the exit health requirements, overseas personnel should plan the route reasonably and prepare relevant health certificates and personal protective equipment before leaving the country. It is suggested that they take the initiative to buy accident insurance and overseas medical insurance to better ensure travel safety. When choosing a flight, you should try to avoid connecting flights or staying in countries and regions with serious epidemics, and prepare several copies of important documents such as passports and visas in advance for emergencies. At the same time, continue to take the following personal protective measures:

1. Maintain good hygiene habits. Strengthen hand hygiene, especially before wearing a mask, after taking off the mask, after touching public goods, before and after meals, use hand sanitizer and wash your hands with running water in time. When there is no hand washing facility on site, quick-drying hand disinfectant can be used for disinfection. Pay attention to wearing a mask when going out, and keep a certain distance when communicating with people to avoid direct contact.

2. charge less. Try to avoid or reduce participation in party activities. Try not to go out, visit or get together at home except for normal business, work, study and other activities. Avoid crowded places such as churches, entertainment places, assemblies and parades. Pay attention to frequent ventilation and frequent hand washing in the activity place, adopt the way of shifting peaks or packing when eating, reduce the number of times of taking public transport when going out, and do a good job in hand disinfection.

3. Health monitoring. Take a daily temperature test. If there are any abnormalities or respiratory symptoms, seek medical attention in time and report to the dispatching unit.

4. Pay attention to travel safety. Don't argue with others because of the epidemic, or even have physical conflicts to prevent discriminatory injuries.

Overseas personnel should consciously abide by the laws and regulations of the destination country or region, the epidemic prevention and control guidelines and management regulations issued by the local government and relevant departments, and consciously safeguard the good image of China citizens when they arrive in the destination country to carry out normal business, work, labor, study abroad, tourism and other activities.

In case of fever, dry cough and other suspicious symptoms or contact with infected people, actions should be taken according to the local COVID-19 epidemic prevention and control requirements, and the dispatching and employing units should be notified in time to carry out investigation and handling as soon as possible.
