Measures of Guangzhou Municipality on the Administration of Public Transport Fare Preferences
In order to better implement the concept of giving priority to the development of urban public transport and give full play to the basic travel guarantee function of public transport, according to the principle of "legality, fairness and justice", a scientific and reasonable public transport fare concession system is established, the management of public transport fare concession is standardized, the sustainable development of public transport is promoted, and the affordability of public transport expenditure, especially of key groups, is guaranteed.
First, the scope of public transport fare concessions
(1) Bus route: the coded bus route under the unified supervision of the Municipal Transportation Bureau (excluding special routes such as convenient bus and customized bus). The bus lines belonging to the territorial management of Huadu District, Panyu District, Nansha District, Conghua District and Zengcheng District shall be implemented by the local government in combination with local conditions.
(2) Urban rail transit lines: subway lines, trams, APM lines and Guangfo lines in Guangzhou.
(3) Water bus lines: coded water bus lines under the unified supervision of the Municipal Port Authority.
Two. Preferential policies for bus fares of special groups
(1) Primary and secondary school students in Guangzhou can take public transport at half price after obtaining the Yangchengtong student card according to relevant regulations; Children who meet the free ticket policy can take public transport for free.
(2) Servicemen, disabled soldiers, fire and rescue workers, entitled groups, etc ... With relevant certificates or special cards for Yangchengtong, they can take public transport for free according to relevant regulations.
(3) Eligible elderly people (including foreign personnel) and disabled people can take public transport free of charge or at half price according to relevant regulations with relevant certificates or special cards for Yangchengtong.
(4) Low-income residents in Guangzhou (minimum living security object, low-income families with difficulties and destitute dependents) can take public transport first according to relevant regulations.
(five) other special groups stipulated by the municipal government can enjoy preferential bus fares in accordance with relevant regulations.
Third, the conventional fare preferential measures
In addition to the above special groups, other ordinary passengers who take public transport can enjoy the conventional public transport fare preferential measures, among which the urban rail transit line fare preferential measures are formulated by Guangzhou Metro Group, and the bus and water bus line fare preferential measures are led by Guangzhou Public Transport Group. The preferential measures for bus fares formulated by Guangzhou Metro Group and Guangzhou Public Transport Group shall follow the following principles:
(a) the principle of integrity. The conventional preferential measures for public transport fares formulated by enterprises shall cover all lines within the scope of public transport fare concessions as stipulated in these Measures.
(2) the principle of universality. Public transport fare concessions are applicable to all passengers. Passengers can enjoy fare concessions through electronic payment methods such as Yangchengtong physical card, NFC virtual card and boarding code, and no discriminatory conditions can be set.
(3) The principle of affordability. Public transport enterprises should comprehensively consider operating costs, finance and other factors.
From 20 10, the implementation time of each round of public transport fare concessions shall not be less than 3 years. After the expiration, the enterprise can evaluate the actual fare, operating cost and public transportation expenditure level. If adjustment is needed, a new round of fare concessions should be studied and formulated according to the above principles. Four. Implement fare concessions
(1) Guangzhou Metro Group and Guangzhou Public Transport Group should solicit public opinions and organize experts to review and improve the scheme when organizing the formulation of general conventional bus fare preferential measures. After the improvement plan is reported to the Municipal Transportation Bureau, the Municipal Development and Reform Commission and the Municipal Finance Bureau, it will be publicized to the public (the publicity time is not less than 30 days), implemented uniformly, and consciously accepted social supervision.
(II) The special group fare concessions determined by the municipal government and the overall conventional public transport fare concessions formulated by the enterprise are included in the scope of policy financial subsidies (excluding special or temporary concessions within the enterprise), and the finance will fully subsidize according to the electronic payment transaction data of the ticketing system.
(3) In addition to the overall conventional fare preferential measures, Guangzhou Metro Group and bus companies can independently formulate temporary or staged fare preferential measures for specific lines according to the passenger flow situation, which will be organized and implemented by enterprises after five days of publicity, and relevant preferential measures will not be included in the scope of policy financial subsidies. (four) due to the adjustment of preferential measures for public transport fares formulated by enterprises, the expenses arising from the upgrade of the ticket system shall be borne by enterprises, and the relevant expenses shall be determined by the construction party of the ticket system through consultation with enterprises. If it is necessary to involve other electronic payment methods other than Yangcheng Tongka, the relevant renovation and upgrading costs shall be borne by the corresponding third-party enterprises themselves, and the public transport fare policies, preferential schemes and payment management regulations shall be observed. Other electronic payment fare concessions shall be implemented in accordance with the relevant management policies of Guangzhou Public Transport Card.
(5) The Municipal Transportation Bureau, the Municipal Development and Reform Commission and the Municipal Finance Bureau will jointly supervise and inspect the implementation of preferential fare measures by enterprises, and urge enterprises that have announced preferential fare measures to rectify and deduct corresponding policy financial subsidies.
(4) the principle of stability
