Adhere to the village as the unit to select teams, select cadres who are familiar with Party and mass work to poor villages with weak grass-roots organizations and weak combat effectiveness, select cadres who are familiar with economic work to poor villages with weak industrial base and fragile collective economy, and select cadres who are familiar with social work to poor villages with prominent contradictions and disputes and lagging social development, so as to give full play to their own advantages and help poor villages solve the outstanding difficulties and problems they face in tackling poverty.
(2) Optimize the structure. Give priority to outstanding young cadres and reserve cadres to participate in village assistance. Each team is generally not less than 3 people, and each time the team is stationed for not less than 2 years. Poverty-stricken villages in deep poverty-stricken areas and poverty-stricken villages with great difficulty in getting rid of poverty should be the top priority of the work of helping the residents in villages. In areas with deep poverty, cooperation between the east and the west, counterpart support from the central units, and fixed-point assistance, efforts should be made to select and appoint cadres.
(3) Equipped with strong cadres. Organs at or above the county level, state-owned enterprises and institutions shall send personnel with good political quality, practical work style, strong comprehensive ability and good health to participate in the village assistance work. The newly appointed village team leader should generally be a department-level cadre or a department-level reserve cadre. When the cadres stay in the village, they do not undertake the work of the original unit, and the organizational relationship in party member is transferred to the poor villages in the village to ensure full-time assistance in the village. During the period of poverty alleviation, if poor villages withdraw, the resident team shall not withdraw, and the assistance shall not be weakened.

(1) Strengthen the assessment. The county party committee and government conduct annual assessment and inspection on the resident team to ensure the effectiveness of the resident assistance work. Adhere to the combination of attendance and performance assessment, peacetime assessment and annual assessment, expiration assessment, work summary and villagers' evaluation, and village cadres' evaluation to improve the objectivity and credibility of assessment work. The specific content of the assessment is determined by the localities according to the actual situation. The annual assessment results should be sent to the sending unit for the record.
(2) praise and encouragement. The assessment results serve as an important basis for comprehensive assessment, evaluation, promotion and use of resident cadres. Village cadres who have made outstanding achievements and are recognized by the masses shall be commended in accordance with relevant regulations; Those who meet the requirements are listed as reserve cadres, and attention should be paid to the priority selection and use.
(3) Serious accountability. If the resident cadres are not competent for the assistance work in the village, the resident work leading group shall put forward the recall adjustment opinions, and the dispatched units shall promptly recall and adjust. Give criticism and education to those who fail to perform their duties; For fraud, dereliction of duty or other circumstances, resulting in adverse effects, severely dealt with; At the same time, according to the relevant regulations, the responsibilities of the relevant responsible persons and responsible persons of the dispatching units and management units shall be investigated.
