Occupational health and safety management system is a modern safety production management mode that rose internationally in the late 1980s. Like ISO900 1 and ISO 1400 1, it is called the management method in the post-industrial era, and one of the main reasons for its appearance is the requirement of the enterprise's own development. With the development of enterprises, enterprises must adopt more modern management mode, and all production and business activities, including quality management and occupational health and safety management, should be scientific, standardized and legalized. While vigorously strengthening quality management, some internationally renowned large enterprises have established a self-disciplined and relatively perfect occupational health and safety management system, which has improved their social image and greatly controlled and reduced the losses caused by occupational injuries. Another important reason for the emergence of occupational health and safety management system is the acceleration of international integration. With the increasing concern and attention of the international community on occupational health and safety issues closely related to the production process, relevant legislation is more stringent, and relevant economic policies and measures are constantly introduced and improved. In 1980s, some developed countries took the lead in researching and implementing the activities of occupational health and safety management system. Among them, Britain promulgated BS8800 "Guide to Occupational Safety and Health Management System" in 1996. Since then, some organizations in the United States, Australia, Japan and Norway have also formulated relevant guidance documents. 1999 13 OHSAS standards were put forward by British Standards Association, Norwegian Register of Shipping and other organizations.
