Regulations of Linyi Municipality on Healthy Villages

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality for the purpose of implementing the rural revitalization strategy, promoting the construction of healthy villages and improving the health level of villagers. Article 2 These Regulations shall apply to the construction, management and related activities of healthy villages within the administrative area of this Municipality.

The term "healthy villages" as mentioned in these Regulations includes healthy environment, healthy life, health service and health guarantee in rural areas. Third healthy rural work should adhere to the people-oriented, health first, prevention first, building * * * and building * * * principle. Article 4 The people's governments of cities and counties (districts) shall incorporate rural health work into the national economic and social development plan, establish a coordination mechanism for rural health work, and make overall plans to solve major problems in rural health work within their respective administrative areas. Fifth city and county (District) people's government health department is responsible for the supervision and management of rural health work within their respective administrative areas, business guidance and coordination of relevant departments to do a good job in rural health work.

Development and reform, education, public security, civil affairs, finance, human resources and social security, natural resources and planning, ecological environment, housing and urban and rural construction, urban management, agriculture and rural areas, culture and tourism, emergency management, market supervision and management, sports, medical security and other departments, do a good job in healthy rural areas according to their respective responsibilities.

* * * Mass organizations such as the Communist Youth League, the Women's Federation, the Disabled Persons' Federation, the Red Cross Society, and the Family Planning Association should actively participate in the work related to healthy villages. Sixth Township People's governments and sub-district offices shall do a good job in the work of healthy villages within their respective jurisdictions.

The villagers' committee shall assist the township people's governments and sub-district offices to carry out the work related to healthy villages. Seventh to encourage social forces to participate in the construction of healthy villages through donations and investments. Eighth radio, television, newspapers, Internet and other media should strengthen the publicity of healthy rural work, and create an atmosphere in which the whole society supports healthy rural work. Ninth city and county (District) people's governments shall, in accordance with the relevant provisions, commend and reward the units and individuals that have made outstanding contributions in rural health work. Chapter II Healthy Environment Article 10 The people's governments of cities and counties (districts) and their relevant departments shall adhere to the concept of green development, protect the rural ecological environment, improve the rural living environment, strengthen rural public safety and create a healthy and livable rural environment. Eleventh city and county (District) people's governments should improve the system, layout and standards of public facilities in healthy villages, ensure the demand for land for related public facilities, and promote the construction of rural health support environment. Twelfth city, county (District) people's government should establish a rural environment and health survey, monitoring and risk assessment system, strengthen the monitoring and assessment of environmental health impact, control and eliminate health risk factors. Thirteenth people's governments at all levels should organize patriotic health campaigns, strengthen the improvement of rural human settlements and improve rural environmental sanitation. Fourteenth city and county (District) people's governments shall strengthen the protection of rural drinking water sources, support the construction of rural drinking water safety projects, strengthen the management and maintenance of engineering facilities, organize the monitoring of rural drinking water quality, and ensure the safety of villagers' drinking water. Article 15 The market supervision and management department of the people's government of the city or county (district) shall improve the food safety supervision and management system according to law, and carry out food safety inspection, evaluation and law enforcement work on markets, supermarkets, restaurants and food stalls in rural areas to ensure food safety. Sixteenth people's governments at all levels should strengthen the management of rural traffic safety, popularize traffic safety knowledge, improve the setting of traffic signs and signal lights on key sections such as village entrances and exits, and ensure rural road traffic safety. Article 17 People's governments at all levels shall improve the responsibility system for preventing drowning in rural areas, establish and improve the safety management system for preventing drowning, and set up safety warning signs and safety facilities around rivers, reservoirs and Tang kings in accordance with regulations to prevent and reduce drowning accidents. Eighteenth city and county (District) people's governments shall, in combination with the characteristics of rural areas, improve the emergency security system for natural disasters, accidents, public health incidents and other emergencies, improve the medical and health emergency system, and improve the rural emergency capacity.

Villagers' committees shall assist people's governments at all levels to do a good job in emergency support, formulate emergency plans according to actual conditions, and organize villagers to carry out targeted emergency drills. Chapter III Healthy Living Article 19 Villagers should establish and practice the concept of health management that is responsible for their own health, actively learn health knowledge, improve health literacy, and form a healthy lifestyle that conforms to their own and family characteristics. Twentieth people's governments at all levels should publicize and popularize the knowledge of reasonable diet, advocate villagers to reduce salt, oil and sugar in their diet, and guide villagers to form scientific and healthy eating habits. Twenty-first people's governments at all levels shall implement students' dietary nutrition standards, guide rural students to have a balanced diet, and improve the nutritional and health level of rural students. Twenty-second rural catering service operators should use traceable edible oil, meat, vegetables and other ingredients that meet food safety standards to provide healthy catering food. Twenty-third people's governments at all levels should strengthen the health education for villagers to control alcohol and tobacco, standardize the sale of alcohol and tobacco in rural areas, and reduce the harm of alcohol and tobacco to villagers' health.

Encourage villagers' committees to incorporate tobacco control, alcohol reduction and hangover relief into village rules and regulations according to law.
