The State Council, People's Republic of China (PRC):

The State Council and People's Republic of China (PRC), that is, the Central People's Government, are the executive organs of the highest organs of state power and the highest administrative organs of the country. The State Council consists of the Prime Minister, Vice-Premiers, State Councillors, Ministers of Ministries, Committee Directors, Auditor General and Secretary General. The State Council implements the responsibility system of the Prime Minister. All ministries and commissions implement the ministerial responsibility system.

Article 8. The establishment, dissolution or merger of ministries and commissions in the State Council shall be proposed by the Prime Minister and decided by the National People's Congress; When the National People's Congress is not in session, it shall be decided by the NPC Standing Committee.

Article 9 Each ministry shall have one minister and two to four deputy ministers. Each committee shall have one chairman, two to four vice-chairmen and five to ten members.

All ministries and commissions implement the ministerial responsibility system. Ministers of ministries and commissions lead the work of their own departments, convene and preside over ministerial meetings or committee meetings, sign important instructions and reports submitted to the State Council, and issue orders and instructions. Deputy ministers and deputy directors assist ministers and directors in their work.
