Linxia Hui Autonomous Prefecture dog management regulations

Chapter I General Provisions Article 1 In order to strengthen the management of dog raising, standardize dog raising behavior, safeguard citizens' health and personal safety, and maintain city appearance and environmental sanitation and social public order, these regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of Linxia Prefecture. Article 2 These Regulations shall apply to the breeding, management and related management activities of dogs in Autonomous Prefecture.

Army, police, emergency search and rescue, as well as zoos, scientific research institutions, performances, etc. If it is necessary to raise dogs for specific work needs and for personal life needs, it shall be implemented in accordance with the provisions of relevant laws and regulations. Article 3 Dogs in Autonomous Prefecture shall be managed by districts according to strict management areas and general management areas.

Strict management area refers to the resident urban area of the county (city) people's government and other areas announced by the county (city) people's government.

General management area refers to the area outside the strict management area. Fourth dog management should follow the principles of government supervision, dog owners' self-discipline, grassroots organizations' participation and public supervision. Article 5 The state and county (city) people's governments shall be responsible for the organization and implementation of these Regulations, establish a dog management coordination mechanism led by the public security department, with the participation of urban management administrative law enforcement, agriculture and rural areas, market supervision, health and other relevant departments, organize, guide, supervise and guarantee dog management, and coordinate and solve outstanding problems in dog management. The funds needed for dog management personnel, technology, equipment and dog shelters should be included in the government budget. Article 6 The public security department shall perform the following duties:

(a) set up a reasonable registration point, handle dog registration and annual examination, issue dog registration certificates, and establish an electronic information system for dog management services;

(two) to investigate and deal with public security cases caused by dogs disturbing people and hurting people;

(three) to investigate and deal with illegal and criminal cases that hinder law enforcement officers from performing official duties in dog management;

(4) catching rabies and confiscating dogs;

(five) the construction and management of dog detention places;

(six) other duties that should be performed according to law. Seventh urban management administrative law enforcement departments shall perform the following duties:

(a) to investigate and deal with dog-raising behaviors such as opening dogs, illegally bringing dogs into restricted areas, and affecting city appearance and environmental sanitation;

(two) to investigate and deal with illegal dog management and other illegal acts;

(three) responsible for the capture and transportation of stray dogs and abandoned dogs;

(four) other duties that should be performed according to law. Eighth agricultural and rural departments shall perform the following duties:

(a) responsible for the reasonable setting of dog immunization points, regular immunization of dogs, the establishment of dog immunization files, the implementation of immunization of dogs, issued by the "animal immunization certificate". Where dogs are sold or transported, dog owners shall declare quarantine to the local supervising agencies for animal health in advance. After receiving the quarantine declaration, the supervising agency for animal health shall promptly assign a veterinarian to conduct on-site quarantine on the dogs, and the dogs that pass the quarantine shall issue an animal quarantine certificate.

(two) responsible for the implantation of dog electronic identification (electronic chip), to assist the public security department to establish the dog management service electronic information system;

(3) Establishing a monitoring network for dog epidemic situation to prevent and control zoonotic diseases such as rabies;

(four) supervision and management of centralized dog raising and diagnosis and treatment activities;

(five) other duties that should be performed according to law. Ninth market supervision department is responsible for the registration of dog owners, and investigate and deal with illegal dog management behavior. Article 10 The health department shall perform the following duties:

(a) publicity and education on the prevention of rabies and other diseases;

(2) Monitoring of rabies and other epidemic situations;

(three) the supply, transportation, preservation and use of rabies vaccine for human use;

(4) Diagnosis and treatment of rabies patients;

(five) other duties that should be performed according to law. Eleventh neighborhood (village) committees, communities, property management service enterprises, community owners' committees, dog industry associations and other organizations can make an agreement on dog-raising behavior in their respective conventions and articles of association to guide and urge dog owners to raise dogs in a civilized manner according to law. Twelfth radio, television, Internet, newspapers and other media should strengthen the publicity and education of dog management, popularize the knowledge of dog health and epidemic prevention, and guide dog owners to form good dog habits.

Encourage relevant industry associations, animal protection organizations and other social groups to participate in dog management and supervision activities. Thirteenth of the illegal dog behavior, any unit or individual has the right to discourage, report and complain.

Public security, urban management administrative law enforcement, agriculture and rural areas, market supervision and other relevant departments responsible for dog management shall set up and publish telephone numbers, mail boxes and e-mail boxes for reporting complaints, register them after receiving them, handle them in time, and inform the informants and complainants of the handling situation within five working days. Establish a protection mechanism for whistleblowers and complainants. Chapter II Dog Immunization, Registration and Annual Examination Article 14 A dog registration and compulsory immunization system for dog rabies shall be implemented in strictly managed areas, and it is forbidden to raise, breed or operate prohibited dogs.

The comprehensive management area implements the dog rabies compulsory immunization system.

The township (town) people's government or sub-district office in the strict management area shall cooperate with the dog management.

The township (town) people's government in the comprehensive management area is responsible for the management of dog breeding within its administrative area.

The state public security department shall, jointly with the agricultural and rural departments, determine the list of prohibited dogs and the standards for large and medium-sized dogs, and announce them to the public.
