The administrative departments of construction, water conservancy, environmental protection, quality supervision, price, planning, industry and commerce of the people's governments at or above the county level shall be responsible for the management of drinking water within their respective functions and duties. Article 5 The hygiene licensing system shall be implemented for water supply units and products related to the hygiene and safety of drinking water.
Drinking water and products related to the hygiene and safety of drinking water shall conform to the hygienic standards, norms and requirements stipulated by the state. Sixth new construction, renovation and expansion of drinking water supply projects, the construction unit shall apply to the health administrative department of the people's government at or above the county level for health examination at the site selection stage. The health administrative department of the people's government at or above the county level shall, within 20 days from the date of accepting the application for examination, make an examination and make a decision in accordance with the health standards, health norms and health requirements stipulated by the state. Those who pass the examination will be issued with the approval of health examination; If the examination is unqualified, a written opinion will be issued, and the construction unit will re-apply after improvement according to the requirements of the written opinion.
The administrative department of health shall participate in the design review and final acceptance of the newly built, rebuilt and expanded drinking water supply project. Article 7 Before supplying water, a water supply unit shall apply to the health administrative department of the people's government at or above the county level for a sanitary license for drinking water. Without obtaining the drinking water hygiene license, no water supply is allowed.
The water supply unit shall meet the following conditions to obtain the sanitary license for drinking water:
(1) The water quality of the water supply meets the national sanitary standard for drinking water;
(2) Having water purification and disinfection facilities;
(three) personnel directly engaged in water supply and management, and hold a valid health certificate;
(four) there are cleaning water supply facilities, disinfection and water quality inspection and other health management systems;
(five) equipped with the necessary water quality testing personnel and equipment;
(six) the production environment, technological process, sanitary facilities and disinfection management meet the hygienic standards, norms and requirements stipulated by the state. Article 8 The health administrative department of the people's government at or above the county level shall examine and make a decision within 20 days from the date of accepting the application for sanitary license for drinking water. To meet the conditions, issue a drinking water hygiene license; For those who do not meet the requirements, make a written decision not to grant administrative license and explain the reasons. Article 9 Centralized water supply shall meet the following hygiene requirements:
(1) The water quality of the water supply source conforms to the provisions of the state on the water quality of the drinking water source, and the protection of the drinking water source conforms to the relevant provisions on the health protection of the water source;
(two) equipped with water purification equipment and facilities that can meet the requirements of water purification process, and ensure the normal operation;
(3) Water conveyance, water storage and water distribution facilities of water supply projects shall be sealed, cleaned, disinfected and regularly monitored, and connection with drainage facilities is prohibited;
(four) before the new equipment and new pipe network are put into production and after the old equipment and old pipe network are repaired, they should be washed and disinfected, and the places where the blind end of the pipe network is easily polluted should be regularly drained, cleaned and disinfected;
(5) Having disinfection equipment and facilities suitable for its disinfection method, emergency equipment and facilities for safety protection and leakage disposal, and personal gas masks;
(6) Delineate the production area and set up obvious signs. Within 30 meters around it, no living quarters, livestock farms, toilets, pits and other pollution sources shall be set up, and no pollutants such as garbage, feces, waste residue or sewage channels shall be laid. Tenth secondary water supply shall meet the following health requirements:
(a) keep the surrounding environment of water supply facilities clean and tidy, and there shall be no pollution sources such as seepage pits and garbage piled up within 10 meters around the reservoir; There shall be no sewage pipes and pollutants within 2 meters around the water tank;
(two) the water tank or reservoir should be dedicated and sealed, locked, and shall not leak;
(3) The materials and inner wall coatings of water storage containers and water supply facilities shall be nontoxic and harmless;
(four) to ensure that the facilities and equipment are in good condition, and to establish and improve the cleaning and disinfection system; Water supply facilities should be cleaned and disinfected regularly every year; After cleaning and disinfection, the water quality is qualified by a legally qualified testing institution.
If there is a management unit for the secondary water supply facilities, the management unit shall be responsible for the daily operation, maintenance, cleaning and disinfection of the facilities; If there is no management unit, the owner shall entrust a qualified unit or personnel with professional knowledge to be responsible for the daily operation, maintenance, cleaning and disinfection of the facilities.
