Zhao Qibin: When the health certificate was first applied for on February 7/KLOC-0, the masses were very enthusiastic. Due to the large amount of network concurrency at the beginning and the different network bandwidth environments in different places, some people may think that the login submission is not smooth. On February 17, emergency headquarters, the province's response to the novel coronavirus epidemic, divided the processing time into three periods in the Emergency Notice on Orderly Doing a Good Job in Health Declaration and Registration of Migrant Workers, with the aim of alleviating the congestion of registration at the same time. At the same time, according to the feedback from the masses, the system functions have been further optimized, and a large number of entrances have been added to mobile phones, computers and televisions, making the handling smoother. In addition, all localities should further improve the convenience service when handling windows, especially for migrant workers who are older and use mobile phones less, and assist in handling health declaration certificates.
Q: The health certificate is valid for three days. Is it too short?
Zhao: At present, Sichuan should pay attention to the prevention and control of epidemic situation on the one hand and the recovery of production on the other, and both tasks are indispensable. The object of this health declaration certificate is mainly migrant workers who cross the city in the province. In three days, the flow in the province should be enough. Migrant workers must arrange their time reasonably and apply for a health certificate the day before departure. If you apply for a health certificate but don't leave within three days, you need to declare again.
Q: Do I need to be quarantined for 14 days after arriving at my destination with a health certificate?
Zhao: If you have a health certificate and arrive at the destination in the province, you should not be quarantined if you have no symptoms such as abnormal body temperature. The documents of the provincial headquarters have clearly stipulated that health certificates should be recognized anywhere in the province, as well as accommodation, meals, access to the community and so on. They should not be treated differently, but should be brought into the normal management of local communities equally.
