The process mainly introduces the quarantine of personal declaration of pet dogs and cats, and the quarantine of dog and cat farms is somewhat different from this. Individuals applying for quarantine certificates for pet dogs and cats are required to produce rabies immunization certificates and laboratory test reports of related diseases. Pet dogs need to be tested for canine distemper, canine parvovirus disease and rabies. Pet cats need to be tested for panleukopenia (cat plague) and rabies, and the test report must be issued by a qualified laboratory designated by the provincial animal health supervision agency.
General rabies detection antibody (that is, to determine whether dogs and cats have been injected with rabies vaccine and antibody level), canine distemper, canine parvovirus disease and cat panleukopenia (cat plague) to detect pathogens (that is, to determine whether dogs and cats have the above diseases). The designated laboratory issuing the test report needs to consult the local animal husbandry department. They are not qualified to test for rabies. Most designated laboratories are Changchun Veterinary Research Institute of China Academy of Agricultural Sciences (address: No.666, Liu Ying West Road, Jingyue Economic Development Zone, Changchun City, Jilin Province), and canine distemper, canine parvovirus disease and feline panleukopenia (cat plague) can be detected by large local provincial laboratories.
As long as you have the above-mentioned relevant materials required to issue the quarantine certificate for dogs and cats, you can apply for the animal quarantine certificate at the local county or township animal husbandry department. Generally, you can get the certificate on the spot, and you can get it within 24 hours, even on holidays.
The above is the standard operation flow. As long as there are relevant materials, it is quite simple to apply for a certificate. But the difficulty is that it takes at least 15 days from sending pets or samples to getting test reports, and some test reports are difficult to get, especially rabies test reports, which may need to go to other places to handle test reports, which is quite time-consuming and laborious, and the actual operation is difficult. Some flexible methods are more useful in practice. As long as dogs and cats are healthy and have immune certificates of rabies, canine distemper, canine parvovirus disease and feline panleukopenia (cat plague), quarantine certificates can be applied in most cases, and immune certificates can be applied in regular pet hospitals. This flexible method varies from place to place and is not universal. If the distance is not far, it is most convenient to take a pet with a private car without any proof.
