Regulations of Benxi Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, standardize and carry forward civilized behaviors, and improve the civilized quality and social civilization level of citizens, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior of abiding by laws and regulations, embodying socialist core values, meeting socialist moral requirements, maintaining public order and good customs, leading social customs, and promoting social civilization and progress in the new era. Article 3 The promotion of civilized behavior should adhere to the leadership of the Party Committee, the implementation of the government, social construction, the participation of the whole people, the combination of rule of law and rule of virtue, and the combination of advocacy and rewards and punishments to form a long-term mechanism of * * * construction, * * governance and * * enjoyment; It should be adapted to the construction of "three cities and four districts" and the creation of a national civilized city, carry forward the spirit of Benxi, enhance the civic awareness of civilization, and enhance the civilized image of Benxi. Fourth city and county (District) spiritual civilization construction steering committee unified leadership within their respective administrative areas to promote civilized behavior.

City, county (District) spiritual civilization construction steering committee office is responsible for the planning, planning, guidance, coordination, inspection and assessment of the promotion of civilized behavior within their respective administrative areas. Fifth city and county (District) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan and the annual work plan, and the required funds shall be included in the fiscal budget at the same level.

The relevant competent departments of the people's governments of cities and counties (districts) shall do a good job in the propaganda of civilized behavior within the scope of their respective duties.

Township people's governments and sub-district offices shall, in accordance with the requirements of the people's governments at higher levels and the steering committees and offices for spiritual civilization construction, do a good job in promoting civilized behavior in their respective areas.

Villagers' committees and residents' committees shall assist in advocating civilized behavior within their respective jurisdictions.

Governments at all levels should perform their duties and promote the institutionalization, standardization and normalization of civilized behavior. Article 6 Advocating civilized behavior is the common responsibility of the whole society. Units and individuals should actively participate in the propaganda of civilized behavior and promote the formation of a good social atmosphere.

State functionaries, deputies to the National People's Congress, CPPCC members, advanced model figures, public figures and educators should play an exemplary role in advocating civilized behavior. Chapter II Advocates and encourages Article 7 Citizens should abide by laws and regulations, respect public order and good customs, actively practice social morality, professional ethics, family virtues and personal morality, and consciously resist uncivilized behavior. Eighth advocate the following civilized behavior:

(1) Care for the environment. Establish the concept of eco-city development, protect ecology, live a low-carbon life, put garbage in different categories, and care for flowers and trees;

Cover your mouth and nose when coughing or sneezing in public places, and wear a mask when suffering from infectious respiratory diseases such as influenza;

(4) civilized travel. Take public transport and consciously queue up, get off first and then get on, give your seat to those in need, and take care of public transport facilities; Pedestrians should follow the traffic lights and the instructions of the traffic police in an orderly way. Driving a motor vehicle should be polite to pedestrians, and riding a non-motor vehicle should pay attention to avoiding pedestrians. Vehicle parking should be standardized and orderly, and vehicles should be used in a civilized manner.

(5) Civilized tourism. Abide by the norms of civilized tourism, care for the environment of scenic spots, protect historical sites, precious cultural relics, ancient and famous trees, locally protected tree species and other important historical and cultural heritages, and respect local customs and cultural traditions;

(6) civilized dining. Observe table manners, advocate the use of public chopsticks, rational consumption, avoid extravagance and waste, avoid excessive drinking, and avoid eating irritating food in non-dining places;

(7) Civilized medical care. Abide by the management regulations of medical institutions, respect medical personnel, cooperate with medical activities, resolve medical disputes through legal channels, and build a harmonious doctor-patient relationship;

(8) Civilized Internet access. The use of new media such as the Internet, WeChat, and mobile phone clients should be civilized, respect the legitimate rights of others, advocate a positive and healthy network culture, advocate rational expression and civilized interaction, reject cyber violence, and do not believe in rumors, spread rumors, or make rumors;

(9) Civilized construction. Manage the construction site in a scientific and standardized way, maintain the city appearance and environmental sanitation, and take noise reduction and dust removal measures to avoid disturbing the normal production and life of the surrounding people;

(10) doing business in a civilized way. Integrity management, civilized service, consciously fulfilling agreements and legal obligations, ensuring the quality of goods and services and protecting the legitimate rights and interests of consumers;

(11) Civilized housekeeping. Cultivate and inherit a good family style, honor the elders, live in harmony between husband and wife, educate their children, be diligent and frugal, keep the indoor and outdoor environment clean and tidy, and strive for a civilized family;

(12) community civilization. Neighborhood unity and mutual assistance, harmony * * *, do not interfere with the normal life of others, maintain public order, care for public facilities, handle conflicts and disputes in a civilized manner, and park in an orderly manner according to regulations;

(13) Campus civilization. Cultivate a healthy and progressive campus culture, advocate teenagers to be dignified, polite and friendly, respect teachers, study hard and consciously practice the code of conduct for campus civilization;

(14) civilized weddings and funerals. Changing customs, not doing big things, is more extravagant. Simple marriage reduces the burden of human feelings. Funeral should be thrifty, ecological burial land should be saved, and civilized sacrifices should be made by offering flowers, planting trees, paying homage online, cleaning tombstones and reciting eulogies.

(15) Civilized and green life. Save water, electricity, oil, gas and other resources, give priority to riding and using public transport, reduce the use of disposable articles such as plastic bags and disposable tableware, and reduce the discharge of pollutants such as waste gas, waste water and solid waste.
