In order to further strengthen the supervision of occupational health "three simultaneities" in construction projects, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Occupational Diseases and the Interim Measures for the Supervision and Management of Occupational Health "three simultaneities" in construction projects (Order No.2004), the State Administration of Work Safety 5 1) decided to carry out special inspection activities on the implementation of occupational health "three simultaneities" system in construction projects throughout the city. The relevant matters are hereby notified as follows:
First, fully understand the significance of doing a good job in the "three simultaneities" of occupational health in construction projects.
The "three simultaneities" work of occupational health in construction projects is the fundamental measure to prevent, control and eliminate the occupational hazards that may occur in construction projects from the source, and it is also an effective means to implement the policy of "prevention first, combining prevention with control" and protect the health rights and interests of employees. Since the implementation of the Law on the Prevention and Control of Occupational Diseases and the Interim Measures for the Supervision and Administration of Occupational Health in Construction Projects, some construction units have not paid enough attention to the occupational health of construction projects. Many construction projects have started construction without occupational health examination, and some construction projects that do not meet the occupational health requirements of workplaces have been put into production and run with diseases, which has buried hidden dangers for the occupational health of employees. Safety supervision departments at all levels should attach great importance to the "three simultaneities" of occupational health in construction projects, strengthen supervision and management, urge and guide construction units, especially enterprises with serious occupational hazards, strictly implement the requirements of the "three simultaneities" system of occupational health in construction projects, strengthen early prevention, and control and eliminate possible occupational hazards from the source.
Second, the scope of inspection
1. Industries listed in the Catalogue for Classified Management of Occupational Hazards in Construction Projects (version 20 12), and new construction, reconstruction, expansion, technical transformation and technology introduction projects approved after June 12.
2. For the industries listed in the Catalogue of Classified Management of Occupational Hazards in Construction Projects (version 20 12), the projects of new construction, reconstruction, expansion, technical transformation and technology introduction were not put into production before June 12.
3. The industries listed in the Catalogue for Classified Management of Occupational Hazards in Construction Projects (version 20 12) are newly built, rebuilt, expanded, technically reformed and introduced before June of 20 1 year.
Third, check the content.
The cost of occupational disease prevention facilities for construction projects shall be included in the project budget, designed, constructed and put into production and use at the same time as the main project; The construction project shall perform the filing review of the pre-evaluation report of occupational disease hazards, the design review of occupational disease protection facilities, the evaluation of the control effect of occupational disease hazards and the completion acceptance of protection facilities according to law.
Four. Methods and steps
(1) Survey and mapping stage (March 15 to April 10). First, all safety supervision squadrons should formulate inspection plans for the implementation of the "three simultaneities" system of occupational health in construction projects, and distribute them to relevant units to arrange and deploy special inspection activities. Second, complete the comprehensive verification of the base number of construction projects within the jurisdiction, carefully fill in the summary table of basic information of construction projects (see annex 1), and affix the official seal of the squadron before April 14, and report it to the Occupational Health Department of the Municipal Administration of Work Safety, and email: tzzyjkk @163.com.
(2) Self-examination and self-correction stage (April11-May 10). All safety supervision squadrons should combine the ongoing activities of the employer's occupational health infrastructure construction and urge enterprises to seriously carry out self-examination and rectification. If it is found that the "three simultaneities" system of occupational health is not implemented in construction projects according to law, corresponding measures should be taken in the stage of self-examination and self-correction in strict accordance with the requirements of "Guiding Opinions of the Provincial Administration of Work Safety on Doing a Good Job in the" three simultaneities "of occupational health in construction projects (Lu Jian 'anfa [20 13] 12).
(3) Law enforcement inspection stage (May11-July 3 1). All safety supervision squadrons shall, in accordance with the requirements of the Notice, earnestly carry out special inspections. If it is found in the inspection that the "three simultaneities" system of occupational health has not been implemented in the construction project, the construction unit shall be ordered to make rectification within a time limit according to different situations, and the construction project in the preliminary design stage shall be ordered to make up the pre-evaluation of occupational hazards. For the construction projects with serious occupational hazards under construction, if the special articles on the design of occupational disease protection facilities are not compiled, the construction unit shall be ordered to supplement the special articles on the design of occupational disease protection facilities in accordance with the regulations and organize the review; For the construction projects put into trial operation without pre-evaluation of occupational disease hazards and design review of occupational disease prevention facilities, the construction unit shall be ordered to evaluate the control effect of occupational disease hazards in accordance with regulations and organize acceptance; If it is put into production and operation without pre-evaluation of occupational disease hazards, design review and completion acceptance of occupational disease prevention facilities, the construction unit shall be ordered to evaluate the control effect of occupational disease hazards in accordance with regulations and organize acceptance. Overdue rectification, shall be punished according to law. The Municipal Safety Supervision Bureau will conduct spot checks on the inspection of occupational health "three simultaneities" system of construction projects carried out by various safety supervision squadrons.

(a) to raise awareness and do a good job of self-examination. The employer is the main body of occupational hazard prevention and control, and is responsible for the occupational health of its employees. Conscientiously carry out self-examination and self-correction of the implementation of the "three simultaneities" system, increase investment in prevention and control of occupational hazards, and provide employees with working conditions and environment to protect their physical and mental health.
(II) Strengthen the leadership of this special inspection work, carefully formulate the inspection plan in combination with the occupational health infrastructure construction and occupational disease hazard project declaration activities of local employers, and organize this special law enforcement inspection activity in accordance with the requirements of "full coverage, zero tolerance, strict law enforcement and pragmatic" to ensure the implementation of the "three simultaneities" system of occupational health.
(III) The safety supervision squadrons shall carefully fill in the Inspection Summary of the Implementation of the "Three Simultaneous" System of Occupational Health in Construction Projects (see Annex 2) and the Statistical Table of Law Enforcement Inspection of the Implementation of the "Three Simultaneous" System of Occupational Health in Construction Projects (see Annex 3), and form a special inspection summary. Before August 1, they should affix the official seal of the squadron and report to the Occupational Health Department of the Municipal Safety Supervision Bureau.
