Adhere to the people's health as the center. Put people's health in a strategic position of giving priority to development, take fairness and accessibility as the starting point and the foothold, ensure people's health in an all-round and full-cycle manner, enhance people's health and well-being, and enhance people's sense of reform.
Adhere to the public welfare of public hospitals. Implement the leadership responsibility, guarantee responsibility, management responsibility and supervision responsibility of the party Committee and government for public hospitals, put social benefits first, pay attention to health and fairness, and enhance inclusiveness. Adhere to the combination of government-led and market mechanisms to meet diversified, differentiated and personalized health needs.
Adhere to the separation of government affairs and management. Accelerate the transformation of government functions, deepen the reform of "simplifying administration and decentralization, strengthening supervision and improving services", reasonably define the responsibility of the government as the investor of public hospitals and the independent management right of public hospitals as institutions, and realize the separation of ownership and management rights. Administrative departments at all levels should innovate management methods, change from direct management of public hospitals to industry management, strengthen the formulation of policies and regulations, industry planning, standards and norms, and supervise and guide hospitals.
Adhere to classified guidance and encourage exploration and innovation. Respect the local initiative, and encourage all localities to establish a realistic modern hospital management system according to local conditions under the reform direction and principles determined by the central government and according to the different conditions of hospital nature, functional orientation and grade scale.
(3) Main objectives. By 2020, a new mechanism for public hospitals to maintain public welfare, mobilize enthusiasm and ensure sustainability will be basically formed, and a governance mechanism with balanced and mutually promoting decision-making, implementation and supervision will be formed to promote the healthy development of social medical services, promote the standardization, refinement and scientificization of hospital management at all levels, and basically establish a modern hospital management system with clear rights and responsibilities, scientific management, perfect governance, efficient operation and strong supervision.
