First, strengthen publicity and education guidance. All localities should strengthen publicity on the importance of students' physical health, and primary and secondary schools should strengthen educational guidance through physical education and health courses, big recess, extracurricular physical exercise, sports competitions, class team activities, home-school cooperation and other forms, so that parents and primary and secondary school students can scientifically understand the influencing factors of physical health, understand the important role of exercise in strengthening physical fitness, promoting health, preventing obesity and myopia, tempering will and perfecting personality, improve students' physical education and health literacy, and enhance their awareness of physical health management.
Second, offer physical education and health courses. Primary and secondary schools should strictly implement the rigid requirements of physical education and health curriculum stipulated by the state, with 4 class hours per week for the first to second grades of primary schools, 3 class hours per week for the third to sixth grades of primary schools, 3 class hours per week for junior high schools and 2 class hours per week for senior high schools. Conditional schools should set up 1 physical education class every day to ensure that physical education and health courses and students' campus sports activities are not crowded out for any reason.
Third, ensure the time for sports activities. Arrange students' sports activities inside and outside the school reasonably, and strive to ensure that students have 1 hour of sports activities inside and outside the school every day. Fully implement the system of sports activities between classes. Primary and secondary schools will arrange 30-minute large-scale inter-class sports activities every day, and students should be arranged to go out of the classroom for appropriate activities and relaxation during each inter-class. Vigorously promote family physical exercise activities, there are requirements in terms of exercise content, exercise intensity and duration, and it is not recommended to arrange high-intensity exercise. Schools should strengthen the guidance of sports homework, provide high-quality exercise resources, and keep in touch with parents in time.
Fourth, improve the quality of physical education. Primary and secondary schools should focus on "teaching, diligent practice and diligent competition" and gradually improve the school physical education teaching mode of "health knowledge+basic sports skills+special sports skills" so that every student can master 1-2 sports skills. It is necessary to establish youth sports clubs and encourage students to actively participate in the training of football, basketball, volleyball and other projects in their spare time and holidays. It is necessary to organize and carry out various forms of activities such as "all-staff sports meeting" and "all-staff sports competition" and build a perfect sports competition system for primary and secondary schools. Physical education teaching and research departments at all levels should regularly conduct centralized lesson preparation and collective research. Evaluate the teaching quality in physical education class in time. Teachers' guidance should run through the whole process.
Five, improve the evaluation system of physical health management. Physical health management should be included in the evaluation system of local education administrative departments and schools. Local education administrative departments should attach great importance to the management of physical health, establish an examination mechanism that combines daily participation, physical exercise and competition, health knowledge, physical fitness monitoring and special sports skills testing, and actively explore the inclusion of sports competition results in the evaluation of students' comprehensive quality. For those who cannot participate in sports competitions due to illness or other force majeure factors, they should proceed from reality, guide and evaluate by classification. All schools should improve the communication mechanism between home and school, and feedback the results of students' physical health tests and physical examinations to parents in time to form a joint force of home and school education. It is necessary to strictly implement the requirements of the "Implementation Plan for Comprehensive Prevention and Control of Myopia in Children and Adolescents" and improve the monitoring mechanism for vision and sleep status of primary and secondary school students.
