To this end, the National Health Insurance Bureau, the Ministry of Finance, and the General Office of the National Health and Wellness Committee issued two notices, namely, Notice on Doing a Good Job in Medical Security for Infected Pneumonia in novel coronavirus and Supplementary Notice on Doing a Good Job in Medical Security for Infected Pneumonia in novel coronavirus, and answered the common medical insurance reimbursement questions as follows:
1? Can the medical expenses of pneumonia patients be fully reimbursed?
According to Article 2 of the Notice, after the medical expenses incurred by patients with pneumonia diagnosed in novel coronavirus are paid in accordance with the provisions of basic medical insurance, serious illness insurance and medical assistance, the personal burden will be subsidized by the finance and comprehensive protection will be implemented.
2? Can the medical expenses of suspected patients be fully reimbursed?
According to Article 2 of the Supplementary Notice, on the basis of ensuring the medical expenses of the confirmed patients according to the regulations, during the epidemic period, after the medical expenses of the suspected patients determined by the novel coronavirus pneumonia diagnosis and treatment plan of the health department are paid according to the regulations, the financial subsidy policy will be formulated by the medical treatment place and the funds will be arranged to implement the comprehensive guarantee, and the central government will give appropriate subsidies as appropriate.
The Beijing Municipal Bureau of Medical Insurance said that all expenses incurred by patients with confirmed and suspected novel coronavirus infection in designated medical institutions in this city, and the part paid by individuals, will be uniformly accounted by designated medical institutions. After the end of the epidemic, the Municipal Medical Insurance Bureau and the Municipal Finance Bureau will conduct unified liquidation.
Reimbursement policy of pneumonia medical insurance
First, all drugs and medical services covered by the National Health and Wellness Committee's Diagnosis and Treatment Plan for Infectious Pneumonia in novel coronavirus will be temporarily included in the scope of medical insurance fund payment.
The second is to ensure the timely payment of patients' expenses, especially to give full play to the role of medical assistance funds and dispel patients' concerns about seeking medical treatment. For patients who seek medical treatment in different places, they should be treated first and then settled. Reimbursement will no longer be subject to the reduction of the proportion of payment for medical treatment in different places, thus reducing the risk of infection caused by patient flow.
Third, for centralized hospitals, the medical insurance department will reduce the pressure on hospitals to pay in advance, and the medical expenses of patients will no longer be included in the total budget control indicators of hospitals.
