The term "urban water supply" as mentioned in these Regulations refers to the provision of water by professional business units of urban water supply with public water supply pipelines and their ancillary facilities as units and residents' life, production and other construction. Article 3 Urban water supply shall follow the principles of unified planning, scientific management, ensuring supply, saving water and ensuring safety, giving priority to ensuring residents' domestic water, and making overall arrangements for industrial water and other water. Article 4 The administrative department of urban water supply shall be responsible for the supervision and management of urban water supply within its administrative area.
Development and reform, public security, natural resources, ecological environment, housing and urban and rural construction management, health, water conservancy, emergency management, market supervision and management departments shall, according to their respective responsibilities, do a good job in urban water supply management. Fifth city and county (District) people's governments should incorporate urban water supply into the national economic and social development plan, strengthen the construction of urban water supply facilities, and transform the old water supply facilities in a planned way to meet the needs of urban development. Sixth city and county (District) people's governments shall establish a water supply and water security system, improve the emergency management mechanism of water supply, and ensure the safety of water supply and water use. Article 7 Strengthen urban water-saving management, extensively carry out water-saving publicity and education, and raise the awareness of water-saving among the whole people. Popularize new water-saving technologies, new processes, new materials and new equipment, encourage the utilization of reclaimed water and build a water-saving city. Eighth any unit or individual has the right to report violations of these regulations.
The administrative department of urban water supply shall, in accordance with the management responsibilities, investigate and deal with the reported problems according to law, and timely feedback the results of the investigation. Chapter II Planning and Construction Article 9 The administrative department in charge of urban water supply shall, jointly with relevant departments, formulate a special plan for urban water supply according to the overall planning of land and space, and organize its implementation after it is submitted to the people's government at the same level for approval.
In the preparation of the special plan for urban water supply, the layout of centralized pressure storage and pressure regulation facilities in the water supply pipe network area should be considered as a whole, so as to achieve stable and balanced pressure in the pipe network and promote energy conservation and consumption reduction.
The special plan for urban water supply shall include the content of water conservation and be linked with other relevant special plans. Tenth urban water supply administrative departments shall, according to the special planning of urban water supply, put forward the annual public water supply facilities construction and renovation plan, and report it to the people's government at the same level for approval before implementation. Eleventh urban water supply administrative departments should strengthen the supervision of urban water supply project construction.
The design, construction and supervision of urban water supply projects shall be undertaken by units with corresponding qualifications, and shall comply with relevant national technical standards and norms.
Equipment, pipes and fittings used in urban water supply projects shall conform to national standards or industry standards. Twelfth new construction, renovation and expansion of urban roads should be in accordance with the planning of synchronous supporting the construction of water supply pipelines, public fire water supply facilities, to avoid secondary excavation; New construction, renovation and expansion of other projects should be based on the need to build a corresponding scale of water supply facilities.
When the water supply facilities of new construction, renovation and expansion projects exceed the service pressure of urban public water supply pipe network, secondary water supply facilities shall be built. Thirteenth new residential water supply facilities and equipment construction in accordance with the provisions of the "Regulations" of Shandong province property management. The administrative department of urban water supply shall, according to the relevant requirements of the state and the province, put forward the technical requirements for the construction of water supply facilities and equipment in new residential quarters, and supervise the construction process. City water supply professional business units shall timely check and accept the main stages of water supply facilities before concealment and water pressure test.
After the completion of the residential project, the construction unit shall notify the professional business unit of urban water supply to participate in the comprehensive acceptance. Within thirty days from the date of comprehensive acceptance, the construction unit shall go through the management procedures for the reception of water supply facilities and equipment at the professional business unit of urban water supply. Article 14 If the water supply pipe network, secondary water supply facilities and household surfaces of old residential quarters need to be reconstructed, the people's governments of cities and counties (districts) shall organize the competent administrative department of urban water supply and the relevant departments of development and reform, housing and urban and rural construction management to prepare the reconstruction plan and make it public. Fifteenth residential water supply facilities in accordance with the principle of one household, one meter, water meter out of the house, centralized setting, design, construction or transformation.
New construction, renovation and expansion of commercial and residential buildings, commercial and residential water supply pipelines should be laid separately and measured separately.
The renovation of household water meters and the new construction, renovation and expansion projects advocate the use of smart water meters. Sixteenth new construction, renovation and expansion projects, water-saving facilities should be built. Water-saving facilities shall be designed, constructed and put into use simultaneously with the main project.
New buildings should be built in accordance with the provisions of the supporting water utilization system or rainwater collection system.
Supporting the construction of water-saving facilities, water-saving processes, equipment and appliances should be adopted, and put into use after acceptance. It is forbidden to use technologies, equipment and appliances that have been explicitly eliminated by the state.
