The term "aged care service" as mentioned in these Regulations refers to the life care, health management, rehabilitation care, education and training, spiritual comfort, emergency assistance and other services provided by the government and society for the elderly based on the maintenance obligations of family members. Article 3 The aged care service shall adhere to the principles of government leading, social participation, market operation, overall development, basic guarantee and diversified interests, and build an aged care service system combining home community institutions with medical care and health care. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate the pension service into the national economic and social development plan, establish a fund guarantee mechanism that is compatible with the level of economic and social development and the degree of population aging, and incorporate the pension service funds into the fiscal budget at the corresponding level.
City, county (city, district) people's governments shall establish a joint meeting mechanism for aged care services, coordinate the work of aged care services, promote information sharing and resource integration, and study and solve major problems in aged care services. Article 5 The civil affairs departments of the people's governments of cities and counties (cities, districts) shall be responsible for the overall organization, supervision and guidance, and supervision and management of pension services.
The development and reform department is responsible for the planning and development of the aged care service industry.
The health department is responsible for promoting the combination of medical care and health services for the elderly.
Finance, human resources and social security, natural resources and planning, housing and urban and rural construction, market supervision and management, medical security and other departments shall, in accordance with their respective responsibilities, do a good job in serving the elderly.
Trade unions, youth leagues, women's federations, disabled persons' federations, Red Cross societies, science and technology associations and other people's organizations shall, according to their duties or articles of association, give full play to their respective advantages and participate in the work related to old-age services. Article 7 The people's governments of cities and counties (cities, districts) and their relevant departments shall encourage and support social forces to provide aged care services, stimulate the vitality of market players, improve the open, competitive, fair and orderly aged care service market, and guide social forces to become the main body of developing aged care services.
Encourage citizens, legal persons and organizations of the elderly, charitable organizations and voluntary service organizations to participate in or support the aged care service. Industry associations should strengthen self-discipline and integrity construction, carry out business training, information consultation, third-party evaluation, participate in standard setting, quality supervision and other activities, give play to the role of third-party social organizations, and guide and standardize the development of old-age services. Article 9 The people's governments of cities and counties (cities, districts) shall, in accordance with the principles of complementary resources, information exchange, market sharing and coordinated development, carry out regional pension cooperation in the Yangtze River Delta and promote the integrated development of regional pension services. Article 10 Children of the elderly and other persons who have the obligation to support and support according to law shall perform the obligations of economic support, life care, medical care and spiritual comfort, and take care of the special needs of the elderly. Encourage family members to live with the elderly or live nearby. Article 11 The whole society should carry forward the traditional virtues of respecting, filial piety and respecting the elderly of the Chinese nation, practice the socialist core values, and establish a social fashion of respecting, caring and helping the elderly.
Radio, television, newspapers, internet and other media should carry out extensive publicity and education activities to support, filial piety and respect the elderly. Twelfth to encourage the elderly to play their expertise and role in knowledge, skills, experience, morality and other aspects, to participate in economic, political, cultural and social construction. Thirteenth city and county (city, district) people's governments shall commend or reward the units, organizations, families and individuals that have made remarkable achievements in the work of providing for the aged. Chapter II Planning and Construction Article 14 The natural resources and planning departments of the municipal, county (city) people's governments shall, when compiling the national spatial planning, plan the land for the old-age service facilities in accordance with the relevant national and provincial standards. Article 15 The civil affairs department of the people's government of a city or county (city) shall, jointly with the departments of natural resources and planning, work out a special plan for the layout of pension service facilities according to factors such as the elderly population, public service resources and demand for pension services, and rationally arrange all kinds of pension service facilities, which shall be implemented after being reported to the people's government at the same level for approval.
The special plan for the layout of the old-age service facilities shall conform to the national economic and social development plan, the land space plan and the basic public service system construction plan, and define the construction standards of the old-age service facilities such as the old-age care institutions, the town (street) old-age service complex and the community home-based old-age service center (station). Article 16 The natural resources and planning departments of the people's governments of cities and counties (cities, districts) shall, according to the national spatial planning and the special planning of old-age service facilities, guarantee the land for the construction of old-age service facilities.
The land for the construction of new non-profit pension service facilities can be supplied by allocation according to law.
In accordance with the relevant provisions of the state and the province, the land for the construction of new for-profit old-age service facilities should be given priority by leasing and transferring.
