Legal development

The first is to promote legislative work. In 2000, the Communist Youth League Committee and the Municipal Volunteers' Federation initiated the legislation of voluntary service in Shenzhen. After ten drafts, the Regulations of Shenzhen Municipality on Voluntary Service was formally implemented on July 1 2005. This is China's first local law regulating voluntary service in an all-round way, which marks that Shenzhen's voluntary service has entered the legal track and provided valuable experience for the national voluntary service legislation. The birth of Shenzhen volunteers is based on Shenzhen's learning from Hong Kong and other developed regions. The first is to strengthen international exchanges.
