The 20th National Congress of the Communist Party of China clearly emphasized "attaching importance to mental health and mental health". The "14th Five-Year Plan" for national economic and social development puts forward "paying attention to the physical quality and mental health education of teenagers". With the rapid development of economy and society, the incidence of psychological problems and the prevalence of mental disorders among adolescents are increasing year by year, and tragedies caused by psychological disorders occur from time to time, highlighting the insufficient supply of specialized services for adolescents.
Li Xiaoxuan, member of the Chinese People's Political Consultative Conference, vice chairman of the Yunnan Provincial Committee for Democratic Progressive Party and executive director of Yunnan Institute of Technology, paid attention to the mental health of teenagers at the National "Two Sessions" in 2023. He believes that there are outstanding problems in adolescent mental health and the supply of specialized services, such as the trend of adolescent mental health, the obvious shortage of specialized services, and new hidden dangers caused by emerging formats.
To this end, Li Xiaoxuan suggested:
1. Increase the input of mental health resources. Draw lessons from the training mode of free normal students, support universities offering psychology majors to expand the enrollment scale and increase the supply of mental health education talents. Accelerate the introduction of policies and systems that favor psychiatrists and mental health teachers, raise wages, build professional teams, and improve the professional service level of mental health. Secondary and above hospitals set up adolescent mental health specialist to achieve full coverage of adolescent mental health specialist, early detection, early intervention and early treatment. Explore the inclusion of psychological diseases such as depression and autism in medical insurance to improve the level of protection.
2. Increase the supply of specialized mental health services. First, establish a regular evaluation mechanism for mental health education in schools, urge schools at all levels to speed up the filling of shortcomings in mental health education, use big data technology to establish a screening mechanism for psychologically high-risk students, and give timely intervention. Implement the mental health file of "one policy for life", effectively change the formalization, marginalization and orientation of mental health education, and turn "soft indicators" into "hard constraints". The second is to compact the main responsibility of the school, increase the proportion of class hours in mental health education, carry out in-depth education on cherishing life and strengthen students' outlook on life. The third is to increase the proportion of social practice courses in primary and secondary schools, and guide students to adjust themselves in the interaction with nature, thus reducing psychological pressure and preventing psychological problems. Fourth, public products such as escape from the secret room and script killing will be included in the scope of legislation and revision of the law, a pre-examination and restrictive grading mechanism will be established, and timely monitoring will be carried out to support the creation of educational products, legal reasoning products and main melody entertainment products. Fifth, explore the establishment of a network platform for adolescent mental health monitoring, speed up the revision of diagnostic standards (ICD and DSM diagnostic systems), and strengthen the comprehensive management in the field of psychological counseling. Sixth, increase the punishment for the abuse of psychological scale and psychotropic drugs.
3. Strengthen the investigation and study of teenagers' mental health. Explore a systematic solution to the problem of high incidence of mental illness among adolescents, study and formulate differentiated measures, and accelerate the coordination of government, society, justice, schools, families and other parties. In particular, it is necessary to carry out research on the trend of mental health problems in the younger age, establish a trinity of social, school and family mental health management system for adolescents, establish a screening and early warning mechanism, and fasten a "safety belt" to protect the physical and mental health of adolescents.
