In July last year, the Central Organization Department held a national forum on community party building in Changchun, which put forward clear requirements for strengthening the basic guarantee of community party building. After the meeting, XX City acted quickly and conducted a comprehensive investigation of the community basic security work. Judging from the investigation and actual situation, the problems and difficulties existing in the community at present mainly include:

First, it is difficult to secure funds. "Office funds are tight, begging for alms everywhere to carry out activities" is a common situation in most communities. Due to the lack of financial resources and insufficient attention, all counties and cities did not allocate the funds in full to the community as required. Moreover, due to the mechanism of "social financial street management", some streets occupy community funds to varying degrees. The mechanism of "power follows responsibility, and expenses follow things" is not perfect, which makes the funds that functional departments should arrange for the community not in place, such as family planning, comprehensive management and stability, and economic census. On the contrary, it will occupy the office expenses of the community and lead to financial difficulties in the community. Leaders of community "two committees" often worry about raising community funds.

Second, the construction of community positions and supporting service facilities lags behind. Only 30% of the 183 urban communities in the city have indoor activity positions with a total area of more than 500m2, and the total area of 14 community activity positions is less than100m2, and 4 communities have no normal office space. At the same time, the community lacks supporting service facilities. Some communities have no space except crowded office buildings. The attraction and cohesion of the community to the residents are obviously insufficient, and the ability to serve the residents is seriously restricted.

Third, the work carried by the community is seriously overloaded. At present, the social service affairs that the community needs to participate in have extended to all levels of social management. According to the survey, there are as many as 133 job responsibilities undertaken by the community, 96 of which are obviously within the responsibilities of government functional departments. These tasks have clear objectives and assessments, and the work of many departments must go deep into the community for inspection and acceptance. Due to the limited staff and energy in the community, many communities only do superficial things and engage in formalism to cope with the assessment, but have no time and energy to communicate face to face with residents, truly grasp the situation of residents and guide them to carry out healthy and beneficial cultural and recreational activities.

Fourth, the lack of assessment and incentive mechanisms makes it difficult to mobilize enthusiasm. The assessment of the community is based on the assessment of departments and streets. The central work of the community has changed from serving the masses to completing the specific and complex tasks entrusted by the government. The masses are happy and unhappy, satisfied and dissatisfied, and community workers have no ability and energy to care. At the same time, there is no incentive mechanism to link the assessment results with work expenses and personnel income. Community work is done well, the work funds allocated by superiors are the same, and the salary income of staff is also a standard. The enthusiasm of community workers has not been fully mobilized, let alone the continuous innovation of community work methods. In addition, the remuneration of urban community workers is 2 1 1,000-2,300 yuan. After deducting various expenses payable by individuals, the actual income is between 1 1,600-11,900 yuan. This obviously low treatment is difficult to retain outstanding community workers, which is not conducive to the construction and development of the community. In view of the problems and difficulties existing in the community, combined with the actual situation of the community in XX City, the following countermeasures and suggestions are put forward:

First, fully guarantee the expenditure of office operation. Incorporate community operation funds into county (city) district financial budget management. On the basis of not less than 50,000 yuan per year, increase the office operation funds of each community according to the resident population of the community, and increase 30,000 yuan for less than 3,000 households; 3000-5000 households, an increase of 50 thousand yuan; There are more than 5,000 households, with an increase of 60,000 yuan, so that the operating expenses of community offices reach the standard of 8 1 1 10,000, which not only solves the problem of insufficient daily expenses and activities in the community, but also takes into account the actual situation of different populations and complex tasks under the jurisdiction of the community.

Second, continue to increase investment in special funds for community services and development. On the basis of the existing 754.38 million yuan in each community, we will continue to increase the investment in special funds for community service and development. The specific criteria are: the minimum annual special fund for each community is 654.38+10,000 yuan, which will be adjusted according to the number of permanent residents. If the resident population is less than 3,000, it will increase by 20,000 yuan; 3,000-5,000 households, an increase of 30,000 yuan; There are more than 5,000 households, with an increase of 50,000 yuan, which makes the service and development funds of the community reach the standard of12-150,000 yuan, effectively solving the "dilemma" of the community "who has the heart to do things but has no money to do things".

The third is to explore the establishment of a funding guarantee mechanism for community party building. Establish a unified funding guarantee mechanism for community party building in the city, and arrange the funding for party building according to the organizational system of each community party organization, of which the community party organizations are 50,000 yuan, 30,000 yuan and 20,000 yuan respectively, namely the Party Committee, the General Party Branch and the Party Branch. The required funds are also included in the county (district) municipal finance and budget management, so as to improve the material basis for the community party organization party member to serve the people and enhance the fighting capacity and cohesion of grassroots party organizations.

The fourth is to optimize and strengthen the community work force. The rational use of "public welfare posts" and the approval of administrative organs and institutions to use public welfare posts. In principle, administrative organs and institutions will no longer be equipped with public welfare posts, and all the indicators for repaying them will be distributed to communities to enhance the service power of grassroots communities. On the basis of the quorum of 5-9 members of the "two committees" in the community, public welfare posts will be provided according to the number of residents serving the community. There are 3 public welfare posts for less than 3,000 households, 4 public welfare posts for 3,000-5,000 households and 5 public welfare posts for more than 5,000 households, which fully guarantees the strength of community work.

Fifth, comprehensively improve the treatment of community workers. Linking the income of community workers with the assessment results of grassroots service-oriented party organizations, and establishing a set of perfect incentive assessment methods for grassroots service-oriented party organizations. The basic remuneration of community workers is 0-5 stars according to the rating result of "star service-oriented party organizations", which should be 1.5 times, 1.8 times, 2 times, 2.3 times, 2.6 times and 3 times of the local social minimum wage standard of last year; And the members of the "two committees" such as the secretary of the community party branch (the director of the neighborhood Committee) and the deputy secretary (the deputy director) are given post subsidies of 500, 300 and 200 yuan per month respectively; Members of the "two committees" in the community who have obtained the qualifications of national senior social workers, social workers and assistant social workers will be given 3 17 yuan, 1.8 1 yuan and 1.25 yuan every month. According to this calculation, the minimum full compensation of community workers can reach 2340 yuan, and the maximum can reach 47 17 yuan, which is 37.6% to 96% higher than before, which is basically consistent with the salary of leaders at all levels of government agencies, which makes community workers feel glorious and effectively mobilizes their enthusiasm.
