The transportation departments of provinces and autonomous regions are responsible for guiding the operation and management of urban rail transit within their respective administrative areas.

The competent department of urban transportation where urban rail transit is located or the competent department of urban rail transit operation designated by the urban people's government (hereinafter referred to as the competent department of urban rail transit operation) shall, under the leadership of the people's government at the corresponding level, be responsible for organizing and implementing the supervision and management of urban rail transit operation within their respective administrative areas.
