I. Scope of application
This guide is applicable to the preventive disinfection of high-frequency contact parts such as the outer packaging of goods, the inner wall of containers, door handles, etc. in imported high-risk non-cold chain containers from high-risk countries and the personal protection of relevant employees. Does not include dangerous chemicals, grain, feed and feed additives. , not suitable for disinfection, unpacked or poorly packaged items are easy to cause disinfection solution penetration.
Second, the basic principles
According to the characteristics of disinfection objects, choose safe and effective disinfectants, and carry out preventive disinfection by spraying or wiping. In special circumstances such as low temperature, when conventional disinfection methods are not feasible, effective low-temperature disinfection technology should be adopted and the disinfection effect should be confirmed.
Quality control should be paid attention to during disinfection to ensure disinfection effect. Disinfection work should be recorded in detail, including date, place, disinfection object, disinfectant name, concentration, action time, disinfection equipment, disinfection method and disinfection operator. When necessary, the disinfection effect should be evaluated, and relevant information and records should be kept for at least 2 years.
In principle, the external surfaces of imported high-risk non-cold chain containers and goods packages are only disinfected once to avoid repeated disinfection, increase unnecessary operation links and costs, and affect logistics and market supply.
The management of operators should be strengthened, and operators should do personal protection.
Third, disinfection methods
Sterilization at room temperature.
1. container. The inner wall of the container can be sprayed with chlorine-containing disinfectant with effective chlorine of 500mg/L, 0. 1% ~ 0.2% peracetic acid or other effective disinfectants that can be used on the surface of the object. During disinfection, the inner wall of the container should be covered with disinfectant, and the dosage of disinfectant is about 200 ml/m2 ~ 300 ml/m2. After the disinfection time is reached, the next operation can be carried out. The disinfection method of container inner wall shall be implemented in accordance with the relevant provisions of the Civil Aviation Administration of China.
2. The outer packaging surface of the goods. Chlorine disinfectant with effective chlorine of 500mg/L, 0. 1% ~ 0.2% peracetic acid or other effective disinfectants that can be used on the surface of objects can be selected for spray disinfection or wiping disinfection. When the surface of commodity packaging is disinfected, it is necessary to ensure that the packaging is disinfected on six sides, leaving no dead ends. The dosage of disinfectant is about 200 ml/m2 ~ 300 ml/m2. Handling, loading and unloading and other operations can be carried out only after the disinfection time is reached.
Low temperature disinfection method.
In the low temperature environment, when the above conventional disinfection methods can not be operated, effective low temperature disinfection methods should be adopted for disinfection. Can lower the freezing point, ensure that the disinfectant does not freeze, and can be sprayed or wiped for disinfection at low temperature; Or use low-temperature disinfection equipment for disinfection. All low-temperature disinfection methods must be confirmed under the corresponding low-temperature conditions.
Fourth, personal protection.
Protection and preparation before work.
1. Establish employee health registration system. It is necessary to register the itinerary and health status of employees within 0/4 days, establish employee health cards, and master the flow direction and health status of employees. Employees are encouraged to be vaccinated, and it is recommended that the employees on duty be tested for nucleic acid every week. According to the epidemic situation and risk assessment, the frequency of nucleic acid detection can be increased.
2. Daily health monitoring of employees. Strengthen personnel access management and health monitoring, establish a health status ledger and risk exposure information reporting system for all employees, implement prevention and control measures such as health code registration, temperature measurement, disinfection and inspection, and implement a "green code" post system.
3. Registration and management of foreign personnel. The entry of outsiders into the production and business operation areas should be reduced as much as possible. If you really need to enter, you should ask about your unit, health status, contact with people in epidemic areas, etc. , and take measures such as registration, temperature measurement and personal protection as required before entering. When vehicles enter and exit, the guards on duty, staff and drivers should avoid unnecessary contact.
4. Healthy work. Ensure the health before taking up the post, report the health information to the producers and operators, and take the initiative to accept the temperature test of the producers and operators. If you have symptoms such as fever, dry cough and fatigue, report it immediately and seek medical attention in time.
5. Strengthen the publicity of prevention and control knowledge. Carry out various forms of health education, guide employees to master the knowledge and skills related to the prevention and treatment of respiratory infectious diseases such as COVID-19, develop good health habits, and strengthen self-protection awareness.
Personal protection after work.
1. Protective equipment. Employees should wear masks, gloves and work clothes correctly at work. Work clothes should be kept clean, cleaned regularly and disinfected when necessary.
2. Pay attention to personal hygiene. Avoid touching your mouth, eyes and nose with unclean hands, and cover your mouth and nose with paper towels or elbows when sneezing or coughing.
3. Strengthen hand hygiene. After handling, maintenance and other polluting operations, you should wash your hands with hand sanitizer or soap in running water in time, or rub your hands with quick-drying hand disinfectant.
4. Reduce meetings and talk closely. During rest, employees should reduce gathering and keep a social distance of at least 1 m when talking with others. Reduce closed, unventilated public places and crowded places.
5. Strengthen personal protection during meals. Before eating, you should choose a well-ventilated, clean and hygienic dining table, wash your hands first or choose a quick-drying hand disinfectant. When eating or paying, reduce face-to-face communication between people and choose indirect payment. Leave as soon as possible after eating, and reduce the number of people gathering to talk.
6. Strengthen the hygiene management of personal protective equipment such as work clothes. Personal protective equipment such as reusable work clothes should be stored in designated places, managed by special personnel, and cleaned and disinfected regularly. Dirty should be cleaned, disinfected or replaced in time.
Personal protection after leaving the post.
1. Strengthen air circulation in indoor environment such as dormitory. When the temperature is suitable, try to use natural ventilation in the dormitory or use exhaust fans to strengthen air circulation. If the split air conditioner is used, it should be cleaned before use, and the doors and windows should be opened for ventilation for 20-30 minutes every 2-3 hours during use.
2. Keep the dormitory environment clean and tidy. Install anti-mosquito and anti-fly devices to clean up garbage and sundries in time. Toilets should be clean, ensure the normal operation of hand washing facilities, and be equipped with hand washing products such as hand sanitizer; Pay attention to check the U-tube water seal of sewer pipe, toilet floor drain, etc. And replenish water in time when there is water shortage.
Special post requirements.
1. porters. During the whole process of handling goods, you should wear masks and gloves to prevent the goods from sticking to your face, touch your nose and mouth with your hands, and avoid touching the goods that may be contaminated by COVID-19. If the mask or gloves are damaged during handling, they should be replaced immediately.
2. Transport driver. In the process of transportation, it is not allowed to open the container without authorization, and it is not allowed to open the package of goods without authorization to directly contact the internal items. Drivers and flight attendants should avoid unnecessary contact with guards and staff on duty when vehicles enter and leave. In case of leakage, the packaging should be reinforced in time, and the goods and environment should be cleaned and disinfected.
3. Maintenance personnel. Wear masks and gloves correctly during the whole maintenance process to reduce direct contact with the inner wall of the container or the surface of the goods. When touching the leaked containers or articles, hand hygiene should be carried out in time and reported to the competent department. If the gloves are damaged during maintenance, they should be replaced immediately. Maintenance tools should be stored in a designated place, managed by a special person to prevent mixing, and cleaned and disinfected regularly.

1. When employees have suspected symptoms such as fever, dry cough, fatigue, stuffy nose, runny nose, sore throat and diarrhea, they must take the initiative to report to the unit and seek medical treatment in time. Try to avoid taking public transportation such as buses and subways, and wear a mask all the way to the hospital.
2. When employees are exposed to suspected cases or confirmed cases in COVID-19, they should report to their units in time, and cooperate with the tracking and epidemiological investigation of close contacts.
