China citizens, China citizens and foreigners, overseas Chinese and domestic citizens, compatriots from Hong Kong and Macao and mainland citizens from areas other than those specified in the preceding paragraph shall abide by these measures when applying for marriage registration in areas where premarital health examination is carried out in our province. Fourth provinces, cities and counties (including county-level cities and districts, the same below) health administrative departments are the competent authorities of premarital health examination within their respective jurisdictions. (a) set up male and female premarital examination rooms respectively;

To meet the conditions prescribed in the preceding paragraph, the health care and medical units shall be examined and approved by the municipal public health administrative department, issue the certificate of premarital health examination unit, and report it to the provincial public health administrative department and the municipal civil affairs department for the record. Article 7 Health technicians engaged in premarital health examination must meet the following conditions:
(a) noble medical ethics and decent medical style;
(2) The pre-marital doctor has the technical title of doctor or above and has more than five years of medical clinical experience;
(3) Having a professional training certificate organized by the health administrative department at or above the municipal level.
The municipal public health administrative department shall send the list of premarital doctors to the civil affairs department at the same level for the record. Article 8 Health technical personnel engaged in premarital health examination shall abide by professional ethics, provide civilized service, respect the personal dignity of the parties who accept premarital health examination, and keep the examination results confidential. Both men and women applying for premarital health examination should be examined by doctors of the same sex. Article 9 Pre-marital medical examiners are obliged to answer the suggestions made by the parties who have received pre-marital health examination on marriage health care and prenatal and postnatal care. Tenth premarital health examination content must be in accordance with the provincial health department to develop the "premarital health checklist" listed items for inspection, shall not be arbitrarily reduced or increased. If a premarital health examination unit issues a certificate of leave for premarital health examination, which causes adverse consequences, its certificate of premarital health examination unit shall be revoked, and the party concerned shall be investigated for responsibility, and administrative sanctions shall be given by the unit or the competent department.
If a party refuses to accept the punishment decision, it shall be implemented in accordance with the provisions of Article 18 of the Regulations of Liaoning Province on the Prevention of Inferior Students.
