The people's governments of cities and counties (cities, districts) shall report to the people's congresses at the corresponding levels and their standing committees on water environmental protection every year.
Township (town) people's governments and sub-district offices shall strengthen the work of water environmental protection within their respective jurisdictions and cooperate with relevant departments to do a good job in the supervision and management of water environmental protection. Found illegal behavior of water environment, should be stopped; For serious violations of water environment, timely notify the departments responsible for the supervision and management of water environment protection. Article 5 The relevant government departments shall, according to the following division of responsibilities, do a good job in water environment protection:
(a) the competent department of ecological environment is responsible for the unified guidance, supervision and management of water environmental protection, and supervision and management of enterprises, institutions and other producers and operators (hereinafter referred to as pollutant discharge units);
(two) the competent department of natural resources is responsible for the supervision and management of groundwater overexploitation, and is responsible for the protection and management of ecological public welfare forests and wetlands;
(three) the competent department of housing and urban construction is responsible for the construction, management and guidance of urban sewage treatment facilities, and the implementation of urban black and odorous water treatment;
(four) the water administrative department is responsible for the supervision and management of water resources protection;
(five) the competent department of agriculture and rural areas is responsible for the supervision and management of the harmless treatment of dead animals in livestock and poultry breeding, breeding and slaughter;
(VI) Development and reform, economy and information technology, education, public security, transportation, health, market supervision and management, emergency management, culture and tourism and other relevant departments shall perform their duties according to the provisions of relevant laws, regulations and these Regulations and the division of responsibilities determined by the municipal and county (city, district) people's governments.
In areas where comprehensive administrative law enforcement is implemented, administrative penalties related to water environmental protection and administrative compulsory measures related to administrative penalties shall be implemented by comprehensive administrative law enforcement departments according to law. Sixth water environmental protection to implement the target responsibility system and assessment system. City, county (city, district) people's governments shall formulate annual assessment indicators according to the water environmental protection objectives of their respective administrative areas. Assessment indicators should include the completion of water pollution prevention and control, water ecological protection tasks and water environment quality improvement objectives. The evaluation results are announced to the public. Seventh sewage units shall bear the responsibility of water environmental protection, strictly implement the laws, regulations and systems of environmental protection, strengthen pollution control, promote cleaner production, prevent and reduce water environmental pollution and ecological damage, and bear the responsibility for the damage caused according to law. Article 8 All units and individuals have the obligation to protect the water environment and have the right to report acts that damage the water environment. The municipal competent department of ecological environment shall publish the unified telephone number, online reporting platform and e-mail address of the whole city to facilitate the public to report. After receiving the report, the relevant supervision and management departments shall promptly investigate and deal with it, and feed back the results of the real-name report to the informant. If the report is verified, the relevant departments shall reward it in accordance with the provisions.
Encourage citizens, legal persons and other organizations to participate in water environmental protection activities through donations, funding and voluntary services, and support water environmental protection public welfare undertakings.
Village (neighborhood) committees can organize the formulation of village regulations and residents' conventions according to law, clarify the rights and obligations related to garbage collection, water surface cleaning, environmental greening, democratic supervision and reward and punishment mechanisms, and guide the village (neighborhood) people to participate in water environmental protection activities. Article 9 People's governments at all levels and relevant departments shall strengthen publicity, training, education and guidance on water environmental protection, encourage and support public management and scientific and technological research on water pollution prevention and control, popularize advanced and applicable water pollution prevention technologies and equipment, and improve the automatic water quality monitoring system and long-term management and operation mechanism. Chapter II Pollution Prevention Article 10 The people's governments of cities and counties (cities, districts) shall, in accordance with the restrictive and prohibitive provisions of the state and the province on market access, clarify the requirements for industrial access within their respective administrative areas, strictly restrict and prohibit industrial projects that do not meet the functional orientation of the ecological environment, optimize industrial layout, eliminate backward production capacity with high pollution, develop a green economy, and control and reduce pollution to the water environment from the source. Eleventh sewage units to discharge water pollutants, shall comply with the provincial standards for the discharge of water pollutants; If there are no provisions in the pollutant discharge standards in the province, they shall conform to the national standards.
The Municipal People's Government may, according to the needs of water environmental protection, report to the provincial people's government to formulate water pollutant discharge standards stricter than those stipulated by the state and the province.
